Road Space Rationing Policy

To effectively reduce vehicle pollutant emissions, and continuously improve the air quality of the capital, the municipal government decided to continue the implementation road space rationing policy during working day from April 9, 2018 to April 7, 2019.

According to Circular of the Beijing Municipal People's Government on Implementing Traffic Management Measures to Restrict Regional Traffic in Rush Hour on Working Days, with approval of Beijing Municipal Government, it is decided to divide all the tail plate numbers (including the temporary number plate) of no-driving vehicles in regional rush hours on working days from April the 9th, 2018 to April 7th, 2019, into 5 groups, on a 13-week rotating basis. License plates ending with English letters are categorized as 0.

From April 9, 2018 to July 8, 2018:

Monday: license plates for motor vehicles with 4 and 9

Tuesday: license plates for motor vehicles with 5 and 0

Wednesday: license plates for motor vehicles with 1 and 6

Thursday: license plates for motor vehicles with 2 and 7

Friday: license plates for motor vehicles with 3 and 8

From July 9, 2018 to October 7, 2018:

Monday: license plates for motor vehicles with 3 and 8

Tuesday: license plates for motor vehicles with 4 and 9

Wednesday: license plates for motor vehicles with 5 and 0

Thursday: license plates for motor vehicles with 1 and 6

Friday: license plates for motor vehicles with 2 and 7

From October 8, 2018 to January 6, 2019:

Monday: license plates for motor vehicles with 2 and 7

Tuesday: license plates for motor vehicles with 3 and 8

Wednesday: license plates for motor vehicles with 4 and 9

Thursday: license plates for motor vehicles with 5 and 0

Friday: license plates for motor vehicles with 1 and 6

From January 7, 2019 to April 7, 2019:

Monday: license plates for motor vehicles with 1 and 6

Tuesday: license plates for motor vehicles with 2 and 7

Wednesday: license plates for motor vehicles with 3 and 8

Thursday: license plates for motor vehicles with 4 and 9

Friday: license plates for motor vehicles with 5 and 0

According to Circular of Beijing Municipal Public Security Bureau on Traffic Control of Non-Local Passenger Vehicles to Enter the Capital, the rotation of tail plate number for no-driving vehicles stipulated above also applies to non-local passenger vehicles to enter the capital from 09:00 to 20:00 hours on working days.

The following motor vehicles are not subject to the above measures:

(1) Police vehicles, fire engines, ambulances, and engineering rescue vehicles;

(2) Public electric vehicles, inter-provincial long-distance passenger vehicles and large passenger cars, Beijing B section number taxis (excluding rental vehicles), small buses, postal special vehicles, and tourist buses issued by the municipal transportation management department, buses approved by the municipal public security traffic management department, and school busses;

(3) The administrative law enforcement vehicle and the special operation vehicle

(4) Special operating vehicles for sanitation, gardening and road maintenance, funeral vehicles for funeral parlours;

(5) Approved temporary entry vehicles;

(6) Pure electric passenger car (a small passenger car driven by an electric motor with a rechargeable battery as the sole source of power).
