3. Shijingshan District has a clear development goal. According to Beijing city planning, Shijingshan District is to be developed into the city function development zone, city function center, comprehensive service center, as well as a cultural entertainment center.

The district's long-term development "action plan" is formulated the construction from a "three step" CRD development strategy. According to the development strategy, Shijingshan District identified the new industrial system with the modern service industry as the main body and the high-tech as the leading industry. Development priorities have been given to five industries, namely cultural and creative, high-tech, business services, modern finance and tourism.

The district government endeavors to build a development pattern that comprises "one axis" (Chang'an Avenue West Extension comprehensive development axis), “one zone” (Yongding River Green Ecological Development Zone), "one core" (the new Shougang high-end integrated services zone), "one park" (Shijingshan Zone of Zhongguancun Science and Technology Park), and "supportive sectors" (six business zone)

It also strives to build eight high-end systems, including: a high-end service industry system; a high-tech and a cultural integration system; high-end city planning, construction and operation system; high-end ecological civilization system; high-end cultural life system; high-end livelihood security system; high-end social governance system and the high-end human resources management system.

Geographically, Shijingshan District stands at a joint area between the Chang'an Avenue development axis and the West Development Zone, which will play an important role for future development and reform of the capital city. At present, the Beijing city government attaches more and more importance to the development of the western part of Chang'an Avenue. Its next development priority is the city's western areas, which has seen a new opportunity to push forward Shijingshan District's new phase of transformation and development.

From a policy perspective, the "four areas" construction strategy, which mainly includes the "national service comprehensive reform pilot area", the building of a national insurance industry park, Zhongguancun National Internet finance industrial base, an international tourism headquarter base, , a new strategic sci-tech achievement transformation base and Overseas Chinese Creation and Innovation Development Zone have all provided rare development opportunities for Shijingshan District.

Shijingshan District will undergo development in accordance with a general goal of advancing steadily to become top-notch, continuously pushing forward an all-round, in-depth transformation, high-end green development strategy, and strive to achieve the target of being developed into a model area for green transformation development.
