4. Guide and coordinate the cultural work of districts and counties. Manage public cultural undertakings, formulate and implement the plans for the public cultural development in Beijing. Manage popular cultural activities and provide guidance to their development.

5. Implement cultural and economic policies and draw up plans for the development of cultural industry in Beijing. Guide and coordinate the development of cultural industry. Take part in the planning and guide the construction of cultural facilities in Beijing.

6. Formulate plans for the training of cultural and art professionals in Beijing. Nurture the market of cultural and art professionals. Organize scientific research on culture and arts.

7. Manage public libraries in Beijing and guide the collection, development and utilization of books and literature resources. Promote the standardization and modernization of public libraries.

8. Facilitate the cultural exchanges between Beijing and foreign countries, the Hong Kong Special Administrative Region (SAR), the Macao SAR and the region of Taiwan.

9. Undertake other duties assigned by the Municipal Government.

10. Manage the import, wholesale, retail and rent of audio and video products in Beijing.
