Beijing Municipal Commission of Construction has the following main functions:
1. Conduct researches on and draft local regulations, rules and policies for the construction industry, overall urban development and the use of building materials in the city; and enact rules and measures to improve the construction market.
2. Administer local construction projects; take charge of planning, coordination, comprehensive arrangement and supervision of major projects; review and approve construction plans of all kinds of buildings constructed by the State Council (including its subordinates) and the PLA in Beijing, as well as their capital construction procedures.
3. Implement state and city regulations, rules and technical standards governing construction quality and construction work safety; and oversee and administer construction quality and work safety in the city.
4. Supervise the construction industry; verify the qualifications and supervise local construction enterprises; supervise market access for and market behavior of construction enterprises from outside Beijing, including foreign enterprises; and oversee qualifications and supervision of construction supervision agencies.
5. Oversee and administer overall urban development.
6. Administer the use of building materials and the safe use of building machines and weight-lifting equipment.
7. Administer local construction market and project bidding, and verify qualifications of bidding agencies; verify qualifications of intermediary agencies in the construction market; organize the implementation of the management system for construction cost.
8. Formulate the plans and programs for scientific and technological development in the construction industry, the overall urban development, and the use of building materials and human resources development, as well as formulate and implement relevant policies.
9. Provide guidance to district- and county-level construction commissions, and coordinate township construction projects.
Undertake administrative responsibilities in management of the real estate market, house repair, safety evaluation, housing equipment, relocation and realty management.
Take charge of housing reform of the city.
10. Undertake other responsibilities as entrusted by the Municipal Government.
