Beijing Municipal Bureau of Land and Resources has the following major responsibilities: 1. Formulate the municipal land and mineral resources development strategy; submit municipal draft regulations on the administration of land and mineral resources and organize their implementation.
2. Make and revise the municipal overall and annual plans of land use and organize their implementation; guide and approve overall plans of land use at the county/district and township/village levels and oversee their implementation; organize the making of land supply plans and monitor their implementation.
3. Oversee and manage the special protection of cultivated land and capital farmland, and the administration of land use, land development, revitalization and reclamation; oversee and manage land for construction projects; organize land resources survey and dynamic monitoring; administer land titles, land registration and grading; deal with administrative licensing in the field of land management.
4. Administer the land market, draft plans for first-grade development of land and reserve purchases and organize the implementation; set the city's benchmark land price, set the price for the transfer of land use right, and direct the evaluation of land prices; organize public bidding, auction and transfer of the right to use state land for commercial purposes.
5. Oversee and administer mineral resources and geological prospecting in Beijing; develop and organize the implementation of plans on mineral resources development, utilization and protection; manage mineral resources reserves and organize mineral resources registration, statistics and data analysis; register geological prospecting results and manage geological data; exercise administrative licensing power as prescribed by law in the field of mineral resources and geological prospecting.
6. Oversee and manage the city's geological protection; make work plans and emergency plans of geological disasters and organize the implementation; manage groundwater quality monitoring stations and networks; manage the prospecting, exploration and protection of geothermal resources; organize and coordinate the environmental rehabilitation efforts in the aftermath of major geological disasters; handle administrative licensing for geological disaster control in accordance with law.
7. Enforce laws on and supervise the city's land and mineral resources and crack down on irregularities and violations; deal with, in accordance with law, disputes over land ownership, and prospecting and mining rights.
8. Make plans for scientific and technological development concerning the city’s land and mineral resources and organize their implementation; maintain a data system on land and mineral resources and information, archives and comprehensive statistics.
9. Undertake other duties assigned to it by the Beijing Municipal Government. |
