Beijing Municipal Bureau of Labor and Social Security has the following main responsibilities:

1. Formulate the master plan, medium- and long-term plans and annual working plans for the development of labor and social insurance work in Beijing; draw up policies and measures for labor and social insurance work, and execute and supervise their enforcement.

 

2. Draft local regulations and statutes for labor and social insurance work in line with relevant national laws and regulations; set up labor standards and basic norms and ensure their implementation; carry out the supervision over and inspection of labor and social insurance work on behalf of the Municipal Government; formulate standards for the supervision over and inspection of labor and social insurance work and supervise the work of labor and social insurance agencies at district or county level.

 

3. Make overall plans for the development, utilization and employment of urban and rural labor forces in the city and draw up basic policies and measures for the promotion of urban and rural employment; regulate labor forces, establish and improve employment service mechanisms, formulate rules to regulate the labor market and job centers and supervise their implementation; work out plans and policies for the diversion, subsistence allowances and reemployment of laid-off workers and implement re-employment projects; define and implement policies concerning the flow of labor forces and jobs for migrant workers; formulate policies for Beijing citizens working abroad and expatriates working in Beijing; in charge of reassignment and replacement in accordance with policy.

 

4. Draw up basic rules on improving workplace relations; give guidance to employers and workers in establishing a relationship in compliance with law; draw up policies on working hours of enterprise employees, rules for rest and vacation, home leave and employee benefit and special labor protection policies for female workers and workers under the age of 18; regulate and give guidance to the handling of labor disputes, labor supervision as well as standards and rules for labor arbitration; examine, verify and release staff quota standard for enterprises in the city.

 

5. Draw up guiding policies and measures on enterprise employee wages in the city; work out relevant policies on the wage-level guidelines and monitor the wage levels; formulate policies on adjustment of wage income for different industries.

 

6. Formulate municipal standards for occupational classification and skills, draw up occupational certification system; draw up policies for evaluation of occupational skills; formulate, under the guidance of national educational guidelines and policies, development plans and management measures for technical schools, and examine, approve the eatablishment of technical schools and oversee their administration; draw up plans and policies on on-job skill training for employees, re-employment trainings for the unemployed and laid-off workers, employment training centers and vocational training institutions set up by non-governmental organizations; draft measures for the implementation of vocational training system; give guidance to faculty building of technical schools and vocational training institutions, formulate plans for teaching material and evaluation and affirmation system in technical schools and vocational training institutions.

 

7. Draw up basic policies and standards for pension, medicare insurance, unemployment insurance, workplace injury insurance and maternity insurance; formulate policies for the collection, payment, management and operation of social insurance funds; give opinions for the examination and approval of annual social insurance budgets and final accounts; exercise administrative supervision over the management of social insurance funds; formulate management rules for social insurance agencies and qualification standards for operational institutions of social insurance funds, work out plans for the establishment of social insurance service system and ensure their implementation. Draw up policies for complementary pension and complementary medicare insurance in government organs, public institutions and enterprises as well as qualification standards for complementary insurance agencies; examine and affirm the qualification of relevant institutions to undertake complementary insurance business.

 

8. Manage the statistics and information concerning labor and social insurance; work to promote science and technology research in the area of labor and social insurance, application of research findings and related publicity and education efforts.

 

9. Guide and coordinate the work of labor and social security bureaus at district or county level as well as the labor and social insurance work of other administrative departments; draw up and implement plans to train officials in the labor and social insurance sector.

 

10.  Undertake other duties assigned by the Municipal Government.
