Beijing Municipal Bureau of Human Resources has the following main responsibilities:

1. Implement state personnel laws, regulations and policies; study, draft and implement local laws, regulations and reform plan of the personnel system.

2. Make mid- and long-term and annual plans on municipal personnel and human resources affairs; determine the size of municipal government agencies and public institutions; review and approve the change from agricultural to non-agricultural residence registration for family members of scientific personnel and relevant personnel.

3. Manage municipal civil servants; propose and implement policies on public servant post classification, assignment, qualification exams, awards, discipline, punishment, resignation and dismissal; guide and coordinate the implementation of the national civil servant system by counties, towns and different agencies.

4. Examine and approve awards given in the name of the municipal government; organize and coordinate awards given by different sectors.

5. Draft and implement policies and regulations concerning the appointment, removal, employment, promotion (through competition) and demotion of civil servants and the management of non-leading positions; appoint and dismiss leading municipal officials as authorized by the municipal government,

6. Make development plans and manage professionals;  study, make and organize the implementation of policies and regulations on the appointment to professional positions; organize the implementation of the qualification system for employing professionals; improve the qualification exam system for professionals.

7. Carry out personnel affairs international exchanges and cooperation; undertake cooperation projects agreed between governments on personnel affairs; attract foreign experts and specialists to work in Beijing and manage their residence-related affairs; manage young and middle-aged experts and experts eligible to governmental special allowances; oversee and provide service to the establishment of post-doctorate training centers in the city.

8. Manage the job market of the city, and establish and improve the system that governs the job market, and regulate activities in that market; plan and guide the establishment of a city-wide job market information network; establish and improve a licensing system for job intermediary agencies; promote the establishment of a personnel agency system; study and establish a system for overseas intermediary agencies to access job market of the city.

9. Fulfill shortfalls in the job market through personnel transfer and coordinate personnel affairs; study and make plans for professionals in other cities to work in Beijing, and policies to attract overseas Chinese students; examine and approve transfer of cadres from other cities to Beijing.

10. Oversee salaries and benefits distribution and the distribution system reform in municipal government agencies and public institutions; make salary distribution plans for municipal government agencies and public institutions; study, make and implement policies on salaries, benefits and allowances for personnel posted abroad by government agencies and public institutions; study, make and implement classification standards for logistics jobs in government agencies and public institutions; make and implement policies on retirement and dismissal of personnel with government agencies and public institutions; study social security policies and regulations of government agencies and public institutions.

11. Make and implement training plans for municipal civil servants; study, make and implement plans, policies and regulations for continuing education for professionals and technicians.

12. Guide and coordinate with employers in promoting the reform of the employment system for university graduates; guide the provision of non-government sponsored employment service for university graduates; study, make and implement regulations on employment of university graduates from other cities, and employment policies on university graduates in Beijing; oversee the recruitment of graduates from universities in Beijing and make necessary adjustments.

13. Study, make and implement policies and plans on the employment and training of demobilized military personnel; oversee the employment of spouses of military officers stationed in Beijing.

14. Undertake comprehensive management of, formulate policies on and handle arbitration over personnel affairs disputes and accusations and petitions from civil servants.

15. Coordinate with and guide enterprises, and public institutions in the personnel system reform.

16. Undertake other duties assigned by the municipal government.
