The Beijing Municipal Ethnic Affairs Commission has the following main functions:

1.Implement the guidelines, policies, laws and regulations of the state on ethnic and religious affairs; oversee and examine the implementation of ethnic and religious policies; be responsible for the publicity and education work concerning ethnic and religious policies.

2.Investigate and study the state of ethic and religious affairs in Beijing area, and research and draft relevant local laws, regulations and policies.

3.Protect the legitimate rights and interests of the citizens from minority ethnic groups in the city in accordance with law; carry out activities to foster ethnic unity and promote common progress of all ethnic groups, coordinate ethnic relations and strengthen ethnic unity; assist relevant departments in training, selecting and using cadres from minority ethnic groups; conduct liaison work with personages from ethnic groups in various circles.

4.Participate in researching and mapping out the economic development plan for ethnic minorities in the city; assist relevant departments in promoting economic, educational, cultural, sports and other undertakings in villages and neighborhoods inhabited by ethnic minorities.

5.Assist relevant departments in conducting economic and technical collaboration with frontier ethnic regions; cooperate with relevant departments to ensure the production and supply of specially-needed commodities for ethnic minorities such as Muslim foods.

6.Administer the religious affairs of the city in accordance with law and protect the legitimate rights and interests of religious groups and places for religious activities; protect citizen¡¯s freedom of religious belief in accordance with law, protect the clergy who carry out normal religious activities and the normal religious activities of believers; exercise administration and supervision over religious activities.

7.Help religious groups to train and educate their clergy in their efforts for self-improvement; assist religious groups in running religious colleges and schools; train cadres responsible for ethnic and religious work; handle the affairs of religious groups that need government¡¯s assistance or coordination.

8.Coordinate with relevant departments of the central government to timely and properly cope with emergencies related to ethnic and religious affairs.

9.Undertake other duties assigned by the Municipal Government.
