Beijing Municipal Commission of Science and Technology has the following main responsibilities:

1.Implement laws, regulations, strategies, policies and principles of the state concerning science and technology (S&T) endeavors; organize the drafting of strategies and policies to develop S&T to promote economic and social progress in the city; draft local regulations and rules concerning S&T development and facilitate their implementation.

2.Formulate medium- and long- term and annual plans for S&T development in the city; draw the development blueprint and identify priority areas; promote the establishment of mechanisms for S&T innovation and services.

3.Set forth policy measures for basic research on applied sciences, high-tech development and research on application of major S&T research findings. Design plans for major basic research projects on applied sciences, high-tech research and development, programs of key S&T projects, S&T innovation and social development and give guidance to their implementation.

4.Lead the efforts to put high-tech research and development (R&D) findings into industrial production; promote their application and the development and dissemination of applied technologies; make policies related to the development of the high-tech industry and S&T enterprises in the city and facilitate such development; put into operation major projects on special S&T subjects or industries; promote the development of agricultural S&T and give guidance to pilot projects in major agricultural S&T industries.

5.Explore ways to increase S&T development fund through multiple channels; optimize S&T resource allocation; be responsible for the budgeting, final accounting and supervision of operating expenses of S&T undertakings, funds for S&T development and special S&T projects.

6.Make policies and measures to reform the municipal S&T system; encourage the establishment of S&T innovation mechanism and system that conform to the rules of socialist market economy and meet the need of S&T development; formulate policies to set up new-type R&D institutions; exercise qualification screening of R&D institutions; and guide the restructuring of research institutes.

7.Regulate the technology market, reward those who make S&T research findings and ensure confidentiality of research results; protect S&T-related intellectual property rights in coordination with other competent departments; make annual plans to stage major events to propagate scientific knowledge; promote the development of non-governmental intermediary organizations for  S&T consulting, bidding, evaluation, etc.

8.Handle the registration of sustainable development experimental zones in the city and support and give guidance to their construction and development.

9.Formulate policies for S&T cooperation and exchanges in accordance with principles and policies of the state; manage S&T exchanges and cooperation with other countries and Hong Kong and Macao special administrative regions and the Province of Taiwan; coordinate technology import and export in cooperation with other departments concerned.

10. Explore for rational allocation of S&T human resources, put forward policies to bring out the enthusiasm of scientific and technical personnel and create favorable climate for their development; make recommendations on the election of academicians to the Chinese Academy of Sciences and the Chinese Academy of Engineering.

11. Manage S&T information, statistics and periodicals.

12. Offer guidance and coordination to county and district governments and related departments in their administration over S&T work.

13. Undertake other duties assigned by the Beijing Municipal Government.
