Beijing Municipal Commission of Education has the following main functions:
1.Implement state education laws and regulations, draft local education regulations and rules, study and formulate local policies on educational work; and compile and implement plans and programs for the development of education in Beijing.
2.Perform integrated management over pre-school, primary, secondary, tertiary and other forms of education in the city, coordinate and guide local educational work; administer academic degree work of the city; and coordinate the management of institutions of higher learning affiliated with ministries and commissions under the State Council in Beijing.
3.Review and approve, within its terms of reference, the setting up, changes and termination of all academic institutions of secondary education and above run by the state and the civil society; manage the specialties offered by institutions of higher learning and secondary vocational schools of the city or placed under its administration; and administer foreign-related schools of the city.
4.Organize and guide the comprehensive reform of the educational system and of the education in rural areas, enterprises and communities; formulate the standards for setting up secondary and primary schools, and the basic requirements and basic documents for teaching; compile and review textbooks for primary and secondary schools; formulate plans for technological equipment for teaching and standards for educational materials; and monitor the quality control of teaching and education.
5.Study and work out enrollment plans for tertiary, secondary and post-graduate education in Beijing; organize and manage all sorts of examinations for education in the city; and guide and administer the archival work of students in formal education at and above the secondary level in Beijing.
6.Provide comprehensive guidance and coordination to the reform of the employment system for graduates of normal institutions of higher learning in Beijing; document and implement employment policies for college graduates in Beijing; provide ideological education and employment guidance to new college graduates; and review, oversee and guide job fairs held by institutions of higher learning or within the education system.
7.Administer and guide specific ethical, sports, aesthetic, ideological, legal, health and labor education in all schools in the city; and guide and coordinate social practice and out-of-school education of all students.
8.Outline and guide researches in natural sciences, philosophy and social sciences within the local education system, organize institutions of higher learning in undertaking major national and municipal research projects and guide the research on application and promotion of new and hi-tech achievements in institutions of higher learning; and study and formulate policies to boost school-affiliated enterprises and to combine education with economy and with science and technology.
9.Coordinate and guide the personnel and remuneration policies in the education system of Beijing; research on and propose standards for the organization of state-run schools of all categories and at all levels; provide guidance to the internal management reform of schools; take charge of personnel management of all local teachers and management staff, qualifications of teachers and management of professional and technical posts; and administer various non-governmental education associations in the city.
10.Formulate local policies concerning fund raising for education and investment in educational capital construction; establish accounting methods for the composite student costs in schools of all categories and at all levels; administer the overall capital construction investment at the municipal level, funds earmarked for education, urban and rural education surcharge, local education surcharge as well as foreign educational assistance and education loans of the city; administer state assets and capital construction projects for education at the municipal level; and oversee the implementation of the educational budget.
11.Plan and guide the reform on logistic service; coordinate relevant departments, districts and counties in improving the environment both in and outside schools and maintaining normal orders in schools; and provide guidance to the work of fire prevention and security in schools.
12.Administer and guide foreign exchanges by the local education system; administer the dispatching of students overseas and foreign students studying in Beijing; and organize and guide both Chinese language education for foreigners and introduction of foreign talents in the education field.
13.Work out integrated plans for researches in educational science and teaching in the municipality; standardize language use in the city; carry out statistical work, analysis and release of basic education information in the city; and work out plans for and provide guidance to the development of modern educational technology in the city.
14.Take charge of the affiliated Office of Education Inspection of the Beijing Municipal Government.
15.Undertake other duties assigned by the Municipal Government.
