Beijing Municipal Commission of Development and Reform:
1.Study and prepare the city,s economic and social development strategies, mid- and long-term plans and annual plans and put them into operation; research and formulate the economic adjustment goals, policies and measures for the city in accordance with the requirements of the state on macro-regulation; submit on behalf of the Municipal Government to the Municipal People,s Congress reports on the city,s plan for economic and social development.
2.Study and analyze the domestic and international economic situation and development, monitor and forecast the economic operation of the city, and set forth emergency plans; look into key issues in municipal economic and social development and coordinate the work, propose policies, measures and recommendations.
3.Draft local laws and regulations for economic and social development, economic restructuring and opening up of the city.
4.Collect and analyze the city's fiscal and financial information, participate in the study of fiscal policies, propose development strategies and policy recommendations for financing, initiate and put into operation schemes for investment and financing restructuring, and coordinate the work of financial institutions in Beijing to promote investment and financing in the city; supervise and inspect the implementation of industrial and price policies and put forward relevant policy recommendations.
5.Study key issues relating to economic restructuring and opening up of the city, take the lead in formulating comprehensive economic restructuring plans, coordinate special economic reform programs, and direct and coordinate pilot projects for economic restructuring; study issues related to the reform and development of the city,s development zones and coordinate the implementation of relevant policies.
6.Propose local plans for the overall scale of investment in fixed assets for the whole society, investment structures and capital balance, develop plans for key projects of the city and their layout; examine, approve and submit for approval fixed assets investment projects, arrange and coordinate key investment projects overseas, arrange government funding for construction, guide and oversee the use of policy-based loans, and guide the investment of non-governmental funds in fixed assets; study and propose development strategies and goals for using foreign investment and investment overseas, formulate relevant policies and be responsible for the aggregate control, structure optimization and monitoring of all foreign debts; guide and coordinate bid invitation and tendering.
7.Push forward strategic restructuring of the capital city,s economy, research and put forward goals and policy recommendations for upgrading industrial structure and optimizing its layout, and formulate development strategies and plans for industries important for the national economy; study and coordinate key issues related to agriculture and suburban economic development, propose development strategies, policies and measures for the urbanization of suburban areas, improve the coherence between special plans and policies and ensure coordinated development of urban and rural economies; guide industrial development, push forward industrialization and application of information technologies, prepare plans, policies and measures for high-tech industry development and the transformation of traditional industries with high technologies, promote technical advances and industrial modernization, and facilitate the commercialization of key scientific and technical research results; study and develop strategies, plans and policy recommendations for a better modern service industry; organize and coordinate inter-regional economic cooperation.
8.Study and forecast domestic and international markets, be responsible for the aggregate balance and control of key commodities, propose policy recommendations for boosting consumption, and direct and supervise government procurement, reserve, renewal and distribution of key commodities; formulate plans for developing key commodity markets and markets for production essentials and fostering modern logistics; ensure a food balance between import and export of major agricultural products, manufactured goods and raw materials within its jurisdiction, and coordinate the implementation of import and export plans of grains, cotton and coal.
9.Monitor and analyze the market price, study and propose targets, policies and price reform recommendations to regulate the overall price level in the city, prepare and adjust in accordance with law the prices and fees of key commodities and public goods under the government,s supervision, and initiate and put into operation price schedules; organize and carry out price supervision and inspection.
10.Strike a balance between economic and social development on the one hand and social undertakings on the other, such as family planning, science and technology, education, culture and public health, propose policies and measures for coordinated and mutually reinforcing economic and social development, and study and coordinate key issues in the development of municipal social undertakings.
11.Study and propose strategies for the city,s sustainable development, formulate land supply plans and propose policy recommendations for a balance between economic and social development and land resources; formulate plans for the development of such basic sectors as energy, for the exploration and utilization of resources and for the improvement of ecosystem, guide the work to save and make comprehensive utilization of resources, and coordinate the development of environmental protection industries.
12.Study and propose recommendations for the optimization of ownership system and corporate structure in the city, and promote fair competition among and common development of enterprises of various ownerships; study and propose policies and measures to facilitate the development of small- and medium-sized enterprises and non-state-owned sector, and establish and improve the service system.
13.Study and put forward policy recommendations for employment, income distribution, social security and coordinated economic and social development, and coordinate the work on key issues in employment, income distribution and social security in the city.
14.Undertake other duties assigned by the Municipal Government. |
