All sub-bureaus and other concerned units of Beijing Municipal Bureau of Land and Resources,

　　For concern of better supervision and management of thermal resources development and utilization, promoting reasonable use and protection of resources, 2012 thermal mining right annual examination work shall be going as follows:

　　1. Scope of examination
　　All those that have secured legal business or corporate entities and other units (hereafter referred to as TDs-thermal developers)within the administrative regions of Beijing are to go for the 2012 thermal mining right examination:

　　2. Time schedule
　　Working time: The relevant working time shall be from 15 December 2011 - 29 February 2012 and will be broken down into the following three phases:
　　Phase 1: TD self-examination: 15 December 2011 - 15 January 2012;
　　Phase 2: inspection by sub-bureaus: 16 January 2012 - 20 February 2012;
　　Phase 3: random inspection by Municipal Bureau: 21 February 2012 - 29 February 2012

　　3. Main contents
　　1) TD self-examination which includes:
　　a. status of thermal mining license: confirming its validity, and check its copy to see whether its coordinate is marked "Xi'an Geodetic Coordinate System;" 
　　b. thermal utilization site: check and see whether "thermal mining license" hangs in obvious places, whether type and operation of metering installations are running normal; 
　　c. previous annual examination record: did you pass the 2011 annual thermal mining right examination?
　　d. payment of thermal resources compensation fee: did you pay the full specific amount of thermal resources compensation fee for 2011?
　　After self-examination, TDs are to fill in annual forms as required and get ready for other relevant materials (see attached), and submit them to local sub-bureaus of counties and districts before 16 January 2012.
　　2) inspection by sub-bureaus
　　a. sub-bureaus should notify all TDs within its jurisdiction on relevant annual examination work including deployment before 15 December 2011;
　　b. all sub-bureaus should review and verify what is submitted by TDs and go to the site to verify and examine and urge and correct what is not right before a given time;
　　c. summarize what is observed and form a report and submit it to the municipal bureau before 20 February 2012.
　　3) random inspection by municipal bureau
　　Municipal bureau's Thermal Section will, in collaboration with relevant divisions, inspect the review work of sub-bureaus and self-examination of TDs according to a scale and will commend those who have done a good job and will urge those otherwise to improve.

　　4. Work requirements　　
　　1) sub-bureaus: All Sub-bureaus should be conscientious and implement all details said by the bureau;
　　2) TDs: All TDs should take the annual examination as an advantage to improve your self in legalization and standardization and also as an important reference for such approvals as alteration, extension and transfer and limited mining indicator etc;
　　3) report system: all sub-bureaus and TDs should report in a timely manner, to the bureau, any questions encountered in due course of the above work.
