Resume of Vice-Mayor Lu Yan
Mr. Lu Yan, born in Baoying, Jiangsu, in March 1963, started his career in July 1984 and joined the Communist Party of China in June 1994. He graduated from Beijing Business School with a Bachelor’s Degree in Commercial Enterprise Management, obtained a PhD in economics, and is an associate professor. He currently serves as Vice Mayor and Member of the Party Leadership Group of Beijing Municipal Government, Secretary of the Party Leadership Group and Director-General of Beijing Municipal Commission of Development and Reform, Director-General of Beijing Municipal Energy & Economic Operation Office (concurrently), and Director-General of Beijing-Tianjin-Hebei Coordinated Development Office (concurrently).
The previous positions Mr. Lu Yan held include: Deputy Director, the Business Economy Institute, Beijing Business School; Director, Market Circulation Office of the Institute of Market Economy, Development Research Center of the State Council; Member of the Party Leadership Group and Deputy Director-General, Beijing Municipal Bureau of Prices; Deputy Director-General, Beijing Municipal Commission of Commerce; Member, Beijing Municipal Business and Trade Working Committee (concurrently as Deputy Director-General, Beijing Municipal Commission of Commerce); Deputy Secretary, the CPC Dongcheng District Committee; Acting District Mayor and Mayor, Dongcheng District; and Secretary of the Party Leadership Group and Director-General of Beijing Municipal Commission of Commerce (formerly the Beijing Municipal Bureau of Commerce).
Mr. Lu Yan’s responsibilities cover human resources and social security, healthcare and family planning, rural areas, agriculture, water-related affairs and landscaping.
He is in charge of Beijing Municipal Human Resources and Social Security Bureau, Beijing Municipal Commission of Health and Family Planning, Beijing Municipal Commission of Rural Affairs, Beijing Water Authority, Beijing Municipal Bureau of Landscape and Forestry (Capital Greening Office), Beijing Municipal Bureau of Agriculture, Beijing Municipal Administration of Traditional Chinese Medicine, Beijing Municipal Administration of Hospitals, and Beijing Municipal Administration Center of Parks.
He also communicates with Beijing Meteorological Service and Red Cross Society of Beijing.
