II. Main Work Tasks for the Year 2009
This year marks the 60th anniversary of the founding of New China and is also the first year of the capital's new phase of development following its successful hosting of the Olympic and Paralympic Games. It is of great significance to thoroughly implement the Scientific Outlook on Development, put to good use the wealth generated by the Olympic Games, consolidate the achievements of the Games, improve the effective, long-term mechanism for the city's sustainable development and ensure that the capital enjoys both sound and rapid economic and social development.
Currently, the global financial crisis has made its influence felt in the capital's economy: the real estate market is continuingly sluggish, the growth in industrial production and exports has fallen, a portion of enterprises are experiencing difficulties, government revenue receipts are sliding, and economic growth is slowing. Due to the primarily service-oriented nature of the capital's economy, an important part of which is corporate headquarters, the global financial crisis has had a somewhat delayed effect, and there are many uncertainties in the capital's economic development this year. Actively responding to this crisis and these challenges, which is a formidable task, and maintaining steady yet rapid economic development in the capital are the primary tasks for our government work this year and are a new major test we have to undergo.
At the same time, however, we must be aware that the capital enjoys many favorable conditions for its economic and social development. Our country is still in a period of important strategic opportunities for development, and the central authorities have introduced a series of policies and measures for boosting domestic demand and promoting economic development. All this provides an important guarantee that we will overcome the impact of global financial crisis. Thanks to the successful hosting of the Olympics, the capital's environment for development has improved significantly, and it has become more influential and competitive internationally, and has developed a new ability to attract and utilize talent, technology and funds. In particular, the capital's economy is in a crucial period of structural upgrading and quality improvement, and the capital has particular advantages in technological innovation, culture and creation, and comprehensive services, and has favorable conditions and abundant internal driving forces for development. We will resolutely implement the central authorities' decisions and arrangements, give full play to the advantages of the capital, deepen reform and opening up, actively respond to the changes in the international environment, transform pressures into momentum, and challenges into opportunities, unify our thinking, bestir ourselves, become more confident, work hard in a down-to-earth manner, do all of our work more actively and effectively, strive to improve the quality of development, ensure steady and rapid development of the capital's economy, and thus hand in a good new report card for the evaluation by the Party and people.
The general requirements for the work of the government this year are: to comprehensively implement the guiding principles of the Party's Seventeenth National Congress, the second and third plenary sessions of the Seventeenth Central Committee, and the Central Economic Work Conference; earnestly study and comprehend the guiding principles of General Secretary Hu Jintao's important speech to the conference commemorating the 30th anniversary of the Third Plenary Session of the Eleventh Central Committee; thoroughly implement the Scientific Outlook on Development; learn from the experience of the Olympics and promote the Olympic spirit; bestir ourselves; gain in confidence; seize opportunities; make an effort to improve the development environment, boost domestic demand, promote independent innovation, develop industries with local advantages, deepen reform and opening up, and better people's wellbeing; maintain the steady and rapid development of the capital's economy and social peace and stability, accelerate the building of culturally-enriched, technology-empowered and environmentally-friendly Beijing; and achieve outstanding accomplishments that render Beijing an excellent community that is flourishing, culturally advanced, harmonious and livable to greet the 60th anniversary of the founding of New China.
With due consideration for all factors, the main targets for the city's economic and social development are: to seek to realize an increase in GRP of 9%, to control the urban rate of unemployment within 2.5%, to effect an increase in both rural and urban incomes of more than 6% in real terms, to hold down the consumer price index to within 103.5%, and to increase government revenue receipts by over 10%, to reduce energy and water consumption per 10,000 yuan of GRP by 4% and 5% respectively, to lower the amount of COD and sulfur dioxide emissions by 2% and 3% respectively, and to strive to ensure municipal air quality is at level 2 or higher on 71% of the days of the year.
In order to attain the abovementioned targets, we will focus on the following six aspects of work this year.
1. Strive to boost domestic demand, and maintain steady yet rapid development of the capital's economy
We will resolutely implement all of the central authorities' policies and measures to boost domestic demand, and further reinforce the role of investment and consumption in stimulating economic growth.
Promoting rapid growth in investment. First, we will increase government investment. This year the municipal government's fixed asset investment is 30.5 billion yuan, with its focus on infrastructure, mainly rail transit lines, on promotion of industrial development, and on public services with improvement of people's wellbeing as the core. Second, we will promote attraction and landing of major projects. We will strive to land the central authorities' investment projects here in Beijing, exert ourselves to attract major projects suited to the capital's functions, resort to the rapid examination and approval channel, do our land requisition and demolition work well and amass adequate funding in order to and ensure that construction begins on a series of major projects as soon as possible. Third, we will strive to motivate nongovernmental investment. We will deepen reform of investment and financing systems, improve and implement the policies and measures for developing the non-public sectors of the economy and open up more channels and fields for private investment. We will increase discounts and subsidies, and make use of government funds as a lever to guide and expand nongovernmental investment. Fourth, we will promote the stable growth of investment in real estate. We will comprehensively implement the state's policies and measures for promoting the sound development of the real estate market. We will work hard to reorganize the structure of housing supply while guaranteeing housing construction. We will encourage the purchase of homes and investment housing, accelerate development of a market for the existing housing stock and a housing leasing market, strengthen market monitoring and analysis and information disclosure and promote healthy development of the real estate industry. Fifth, we will tighten supervision over government investment. We will redouble our efforts to make overall plans for government-invested projects and the funds involved therein, standardize investment conduct, strictly control costs, ensure the quality of projects and elevate investment returns. Sixth, we will do our fiscal and tax work conscientiously and well. We will strengthen tax collection in accordance with the law and standardize management of non-tax revenues. We will optimize the structure of expenditures, strictly control regular expenditures, integrate funding, and concentrate our forces on ensuring growth and safeguarding the people's wellbeing and stability. We will strive to increase the city's total fixed asset investment by more than 15% by implementing all our work measures.
Focusing on expanding consumption. It is projected that retail sales volume will increase by approximately 13%. We will mainly adopt the following measures to this end. First, we will boost residents' buying power. We will effectively increase urban and rural incomes and improve the mechanism to increase wages. We will effectively implement measures for employment, social security and medical care to improve the people's wellbeing, increase the force of guarantees for disadvantaged groups and improve consumer expectations. Second, we will promote upgrading of the consumption structure. We will actively promote housing consumption, rationally guide automobile consumption, further increase the consumption share of culture, sports, and fitness and leisure activities, promote accelerated development of e-commerce, and promote the transformation and upgrading of specialty consumer areas and time-honored enterprises. We will optimize the consumer credit environment, and further raise the proportion of credit consumption. Third, we will strive to increase consumption from outside Beijing. We will comprehensively implement the Guidelines on Promoting the Tourism Industry in Beijing and make comprehensive use of Olympic resources to this end, intensify our efforts to increase tourism sales, strive to stabilize international tourism, energetically develop domestic tourism, actively stage international fairs and exhibitions, and facilitate the growth and reinforcement of the tourism, convention and exhibition industries. Fourth, we will make the rural consumption market flourish. We will open more rural retail convenience chain stores and agricultural supplies chain supermarkets in more areas, ensure more suburban townships have a market fair, actively promote the "industrial products for the countryside" program, support development of commerce in new cities and create regional commercial centers. Fifth, we will implement the dedicated projects designed to boost domestic demand, procure 1,000 energy-efficient, environmentally-friendly public transport vehicles, grant allowances for replacement of high-emissions vehicles taken off the road, support the use of environmentally-friendly vehicles, and complete our tasks of increasing grain reserves ahead of schedule. In addition, we will make the 7th China Flower Expo 2009 a success, and earnestly initiate our work for the economic census.
Increasing the intensity of support for enterprises. We will comprehensively implement all relevant national policies, and strive to assist enterprises, especially small and medium-sized ones, to overcome difficulties. We will increase government funds to direct venture capital investment to small and medium-sized enterprises, venture capital funds, equity investment funds, the scale of re-credit guaranty funds for small and medium-sized enterprises, set up an agricultural guaranty agency, build a service platform for financing and investment in high-end manufacturing industries, and provide guaranty services to eligible enterprises. We will encourage financial institutions to make financial innovation and increase their loans to small and medium-sized enterprises in order to resolve their financing problems. We will support these enterprises in upgrading, and encourage them to restructure their product mix and carry out technological upgrading and product innovation. We will decrease the contributions paid for social security such as unemployment insurance, work-related injury insurance and insurance for major diseases for rural migrant workers. We will adjust the cycle of contribution payments for basic medical insurance as needed to lighten the load on enterprises and employees. We will strengthen investigations and studies, attain a timely understanding of the production and business operations of enterprises and resolve their real problems.
Tightening market supervision. We will continue to promote creation of an enterprise credit information system, promote information sharing among departments, do our standardization work well and comprehensively tighten quality monitoring of goods. We will intensify special rectification efforts, rigorously clamp down on all kinds of illegal production and manufacturing and marketing of counterfeit products, and rectify and standardize market order. We will issue timely consumer alerts, and sincerely manage consumer complaints. We will improve the network of foodstuff and pharmaceutical quality monitoring, and reinforce the monitoring of goods from production to circulation, institute a strict system of foodstuff safety and quality tracking, a product recall system, and a system for product market entry/exit. We will institute thorough inspections of foodstuffs and pharmaceuticals, spare no efforts to strengthen market spot-checks of high-risk foodstuffs, pharmaceuticals and medical devices, so that the masses may eat safely and use products without unease. We will strengthen monitoring, early warning and regulation and promote steady economic operations. We will strengthen price regulation, do a good job of monitoring daily price indexes and conducting market investigations, and firmly put a stop to any irregular pricing activities.
2. Thoroughly advance industrial structuring and promote transformation of the pattern of economic development
We will organically integrate maintaining growth, boosting domestic demand and adjusting the structure, improve our independent innovation capacity, accelerate strategic economic restructuring, and render development more balanced and sustainable.
Striving to promote independent innovation. We will energetically promote development of the national independent innovation demonstration zone, expand trials of stock transfers for non-listed companies, strengthen the credit guarantee system, actively develop angel investment and venture capital investment, promote the issue of new- and high-technology enterprise group bonds, and advance the effective integration of capital with technology, and constantly improve the environment for innovation within the park. We will carry out a project to assemble top-level leadership talent, soundly operate a center for those returning from study abroad, and support enterprises in recruiting top-level talent from around the world. We will encourage enterprises to increase investment in R&D, and develop a multi-channel cooperation between industries, universities and research institutes, with a focus on support in R&D in key and general technologies in fields such as energy resources, environmental protection, new materials and electronic information, promote technological upgrading in key industries, and propel development of relevant industries. We will devise and implement Guidelines on Implementing the Outline of the National Intellectual Property Strategy, effectively protect intellectual property rights, and vigorously develop the IP industry with patents and copyrights as the core. We will deepen the reform of research institutes, further integrate the capital's science resources, strengthen the scientific and technological platform for the public benefit, and support development of all manner of innovation alliances. We will effectuate good coordination and adopt supporting measures to promote the six major national science and technology infrastructure projects and the ten major science and technology projects, while simultaneously implementing the city's 18 major science and technology development initiatives, and support enterprises of the central authorities in setting up research institutes in Beijing. We will advance development of the China Technology Exchange Center, promote translation of scientific and technological advances into practical productive forces, and practice a system of initial government purchase and commissioning of self-developed technologies and products, initiate a number of industrialization projects, and become better able to bolster the capital's development with technological innovation.
Vigorously developing modern services industries. With a focus on building Beijing as the service-oriented capital, we will further develop a production-oriented service industry and cultural and creative industries and exert ourselves to elevate the quality and level of development of the service industry. We will accelerate the expansion of Finance Street, and the development of the Lize Financial & Business Zone, the Central Business District and financial back office services zones, and actively develop markets for such production factors as petroleum, forest rights and the environment, and energetically attract all manner of domestic and foreign financial institutions. We will continue to improve supporting policies, and accelerate development of the information, technology and business services industries and a modern logistics industry. We will actively foster cultural and creative industry clusters, with the main focus on building a number of industrial parks that have distinctive main lines of business and take advantage of local characteristics, and consolidate and enhance the role of cultural and creative industries as the pillar of the economy. We will improve the systems of functional zones for high-end industries, strengthen their concentrating and leading role, and promote their balanced development. We will set aside funds to guide development of the service industry improve policies for promoting service industry development, and accelerate formation of an integrated system of supporting policies. We will put into effect the "Beijing Service" product label project, do our utmost to complete each task to prepare for the China International Service Fair, and focus on raising the comprehensive competitiveness of the service industry.
Actively developing high-end manufacturing industries. In order to improve the high-end industrial chain as our objective, we will expend all our efforts to promote construction of key projects and raise the level of development of modern manufacturing industries. We will focus on cultivating these five major industrial chains: integrated circuits, liquid crystal display devices, mobile communications, computers and network products and digital TV, strive to expand the scale of bio-engineering and new pharmaceutical industries, and promote the rapid development of high-tech manufacturing industries. We will tailor our policies toward individual service, actively introduce major high-end manufacturing projects, and focus on developing high-end segments such as R&D and design, brand building and marketing. We will continue to eliminate manufacturing industries that are highly polluting and those with high energy or water consumption. We will optimize available space by promoting development of a number of bases for industries with local characteristics such as digital TV, automotive parts and integration of optics, mechanics and electronics.
Continuing to effectively conserve energy and reduce emissions. We will strictly execute national environmental protection and energy conservation standards, and improve the index, monitoring and assessment systems for the capital's functions. We will focus on conserving energy in industry, transport and construction. We will complete the construction of office buildings for 30 municipal-level government agencies and make large public buildings with a floor space of eight million square meters more energy-efficient. We will establish energy conservation norms and standards for such sectors as dining and entertainment establishments. We will formulate and effectuate policies and measures for promoting energy conservation and emissions reduction. We will energetically support development and use of such new energy sources as polar and wind power and geothermal and biomass energy, promote the industrialization of such alternate energy resources as hybrids and hydrogen fuel. We will accelerate the application of energy-efficient technology and products and ensure the utilization of an additional 10 million efficient lighting products. We will establish an investment mechanism with the government providing guidance, enterprises serving as the main investors and nongovernmental sources participating in the process to positively guide small and medium-sized enterprises to develop in the fields of energy conservation and environmental protection. We will launch pilot projects for the circular economy in more areas, soundly operate key resource recycling and re-use projects, and heighten the level of re-utilization of resources. We will thoroughly develop a mass energy conservation program, and encourage conservation-oriented and environmentally-friendly production modes, consumption patterns and lifestyles.
3. Accelerate rural reform and development and make overall plans for balanced development between urban and rural areas and between regions
We will further improve our policy of strengthening and benefiting agriculture, farmers and rural areas, increase spending, promote steady development of the rural economy and steady increase in rural incomes, and accelerate formation of a new pattern of integrated rural and urban economic and social development.
Strengthening rural systems. We will uphold and improve the two-tiered operational system that is based on household contracts and integrates unified with independent management, and keep existing land contracts stable and unchanged for a long time to come. We will establish compensation mechanisms for the protection of basic farmland. We will formulate support policies to promote the transfer of farmers' land contract management rights, and construct a services platform for transfers of these rights. We will accelerate the formulation of measures for confirming and certifying the rights to current land use for collective construction or private housing construction purposes, and explore concrete avenues for guaranteeing rural residents' usufructuary rights to the land used for their housing and for making conservation-intensive use of such land. We will continue pilot projects for diversifying resettlements of people displaced by land requisition. We will improve long-term, effective mechanisms for training the new type of farmers. We will improve policies for promoting development of rural specialized cooperatives. We will promote thorough reform of the rural collective ownership system. We will soundly reform collective forest rights. We will improve the system for protecting and supporting agriculture and the compensation system for damage caused to the ecosystem, institute subsidies for main crops with local characteristics, and elevate the subsidies for cultivating grains and eco-crops. We will establish assistance and support mechanisms to increase the incomes of low-income rural households. We will increase the intensity of support for rural areas through financial policies, erect a platform for agricultural investment and financing, initiate construction of experimental zones for comprehensive reform of agricultural finance, explore the creation of rural loan-risk compensation mechanisms and mechanisms to encourage improvement of rural credit systems, support the development of village and town banks, rural mutual cooperatives, and microloan companies, and establish agricultural reinsurance mechanisms.
Making the rural economy flourish and develop. We will always keep ecological conservation in mind and accelerate the transformation of the pattern of rural economic development. We will energetically engage the multiple functions of agriculture, create an incentive fund, support the development of seed-production agriculture, circular agriculture, recreational agriculture and technological agriculture. We will encourage exploration of new modern agricultural models, soundly implement the vegetable basket program and add about 2,700 hectares in protected agriculture. We will improve the system for sustaining agricultural production with scientific and technological advances and providing agriculture with social services. We will strengthen storage and distribution facilities to support the construction and reorganization of fresh agricultural produce "cold chain logistics." We will promote standardized agricultural production in all areas and strengthen agricultural product quality safety certification. We will formulate rural industrial assistance policies, reinforce the agricultural product processing industry, and enhance tourism in the countryside. We will persist in using industry to benefit towns and mobilize people, accelerate development of small towns and cities, and promote the development of rural secondary and tertiary industries in concentrated areas.
Accelerating construction of rural infrastructure. We will work out an agricultural infrastructure construction plan, strengthen construction of agricultural water conservancy, focus on addressing the issue of developing high-efficiency and water-efficient agriculture, and encourage farmers to construct small rural water services facilities. We will improve rural road networks and public transportation systems, and complete major maintenance schemes of 400 kilometers of township and village roads. We will vigorously promote the upgrading of the electricity, telecommunications, radio and TV systems. We will complete post offices for 3,500 administrative villages so that every village has access to postal services. We will lose no time in working out good plans for villages, continue to put into effect the "five infrastructure facilities" [safe drinking water, alleviation of congestion on neighborhood roads, waste disposal, renovation of toilet facilities and wastewater treatment – Tr.] and the "three ups" projects [providing electricity to "light up," providing heating to "warm up" and making sustainable use of agricultural resources to "recycle up" – Tr.] and ensure good progress in rural drinking water projects and improve the collection, transport and disposal of rural garbage and the treatment of rural wastewater. We will establish sound systems for maintaining and managing rural public infrastructure.
Improving overall planning for regional development. We will engage in effective and orderly promotion of the construction of new cities. Focusing on transport, energy and public service facilities, we will persist in highly standardized planning, high-grade construction and high-level supporting measures, and promote balanced development of industry and functions in line with the population. We will accelerate development of the southern and southwestern areas of the city, further improve the preferential treatment policy, make greater efforts to develop infrastructure and industrial functional zones, and promote relocation of major functional and industry projects to those areas. We will focus on developing the boundary between urban and rural areas, implement our policies and make innovation in them, cultivate and develop competitive industries, improve infrastructure and public facilities, and progressively introduce urbanized management of the boundary so that it becomes an integrated urban-rural development model. We will increase government spending and policy support, and do our work of relocating 5,000 rural households from mountain areas. We will vigorously develop mountain valley economies, leisure tourism and other industries with local advantages, actively promote development of alternative industries in areas undergoing industrial transition, explore cultivation of low-carbon, high-end industries in hilly areas and accelerate the pace of development in eco-reserves and mountain regions.
4. Effectively strengthen urban and rural development while constantly reinforcing our sustainable development capacity
With a focus on building an eco-friendly and livable city, we will further improve standards for city construction, environmental quality and administrative services, accelerate resource-efficient and environmentally-friendly social development, and promote a balance of economic and social development vis-à-vis the population, the environment and resources.
Persevering in alleviating traffic congestion. We will strengthen organization and coordination, open up the Subway Line 4 to test operation, accelerate construction of such railway links as the one to Yizhuang and Daxing and begin work on the six new planned subway lines. We will increase the transport capacity of existing rail transit lines via technological upgrading and improvement of facilities. We will complete construction of the third phase of the West Sixth Ring Road and the Beijing-Chengde Expressway, start construction of the second phase of Guangqu Road and Puhuangyu Road, actively promote the Songjiazhuang and Sihui transport hubs, continue renovation of the road microcirculatory system, and extend a number of roads. We will further reorganize and optimize the public transport network, and improve the quality of its services. We will support construction and utilization of underground and multistory car parks, rectify the parking order, introduce differentiated parking pricing policies, reduce the number of vehicles parked in our roadways, improve the pedestrian and bicycling environment, improve traffic restriction measures and guide residents in opting for rational modes of transportation. We will establish systems for directing and scheduling passenger transport, providing service information and controlling parking, and energetically develop smart transport.
Becoming better able to ensure the supply of resources and energy. We will do a good job of developing municipal thermal centers and backup heat sources. We will renovate and expand large coal-fired boilers in the inner city so that they will use clean energy. We will transform urban power grids and distribution networks. We will promote the construction of the project to divert natural gas from Shaanxi Province to Beijing and complete the Sixth Ring Road natural gas-main project to establish a sound backbone network for transmitting and distributing natural gas. We will continue to launch a number of new energy projects and increase the floor space with heat pump heating by five million square meters. We will accelerate construction of the supporting facilities within the city for the South-North Water Diversion Project, intensify our efforts with regard to the municipal water supply grid and the rainwater runoff and sewage discharge mains and ensure the safety of the city's water supply and wastewater discharge.
Doing our utmost to promote environmental improvement. We will continue to implement the environmental standards for the Olympic Games, continue with the Olympic working mechanism and comprehensively implement the Program for Improving the Capital's Environment. We will effectuate the 15th phase of the measures for controlling atmospheric pollution and further improve air quality. In accordance with the principles of reduction, resource-transformation and non-toxicity, we will inaugurate policies and standards for refuse fees, and actively promote sorted household solid waste collection, transport and disposal, with the resource-transformation rate to reach 37%. We will accelerate construction of the garbage incinerator and other comprehensive disposal facilities, and initiate kitchen-waste resource-transformation and disposal pilot projects in areas where catering enterprises are concentrated. We will construct the second phase of Qinghe Wastewater Reclamation Plant, and promote upgrading of Gaobeidian and Marco Polo Bridge wastewater treatment plants to achieve an inner city wastewater treatment rate of 94% and a suburban wastewater treatment of 50%, and expand the use of reclaimed water in the city and countryside. We will undertake major reconstruction of Chang'an Avenue and sightseeing sites on the avenue, complete the rehabilitation of 300 old neighborhoods and 150 hutongs and intensify environmental rehabilitation of the boundary between urban and rural areas, sites of historical and cultural interest under government protection, parks and scenic areas to further improve the city's environment.
Increasing the intensity of eco-construction. We will accelerate efforts to control the sources of dust storms that plague Beijing and Tianjin, initiate a project to transform inefficient eco-forests in mountain regions, institute the 3,300-hectare forestation project to protect water sources, and continue to advance the rehabilitation of ecologically-pure small rivers and the remediation of abandoned mines. We will complete ten suburban nature parks surrounding the city and accelerate construction of 11 new riverside forest parks. We will construct or reconstruct green spaces in 20 city parks, increase the level of greening along 100 roadways and develop green open-air parking garage pilot projects in the inner city. We will complete the main segment of the comprehensive Yongding River rehabilitation project, intensify the comprehensive rehabilitation of the rivers in the northern Grand Canal valley and effectively undertake the rehabilitation of such waterways as the Lianhua and Fengcao rivers. We will carry out extensive programs to develop eco-friendly districts and counties, and environmentally exquisite towns and townships and enhance environmental awareness in society as a whole.
Increasing the level of administration of municipal services. We will build upon and develop the achievements stemming from the Olympics, and promote innovation in the manner of our administration of municipal services. We will give even greater effect to the function of the 10,000-meter grid municipal administration information platform, promote participation therein by enterprises and the masses in society and develop the long-term effective mechanism for the administration of municipal services. We will better refine the daily law enforcement activities of the city administrative police, standardize law enforcement, and preserve the city's environmental order. We will improve the property management policy, accelerate provision of standardized property services, and improve the mechanisms for mediating property disputes. We will conduct thorough research on methods to control the city population and make overall plans to solve the population problem, make innovation in the methods to provide services to and regulate the floating population, and phase in the progressive implementation of the target responsibility system for population control. We will soundly conduct our family planning work among the floating population and permanent city residents who do not live in their registered domiciles, keep the birthrate low and strive to elevate the overall quality of the population.
5. Energetically develop social programs with a focus on improving people's wellbeing and promote social harmony
We will further increase government spending, continue to implement the "five nos" project [no zero-employment households, no hazardous urban housing, no cases of significant complaints, no gaps in the provision of relief services and no late or non-payment of wages – Tr.], deal well with the 57 major affairs that have a direct bearing on people's lives, ensure equal access for all to basic public services, and continue to lead the country in improving people's wellbeing.
Striving to stabilize the employment situation. We will implement the state's relevant policies and measures, encourage and guide graduating university students to find employment at primary levels in urban and rural areas, and in small and medium-sized and non-public enterprises. We will provide them with good employment guidance and good services for their start-up ventures and support those having difficulty finding jobs. We will intensify our assistance and support to disadvantaged groups and areas and to rural workers seeking nonagricultural jobs. We will promote the employment of 60,000 rural workers seeking nonagricultural jobs and make sure that at least one member of every zero-employment household has a job. We will implement and improve policies to create new ventures, and further optimize the environment for such new undertakings. We will create an integrated urban-rural system of employment administration and ensure urban and rural residents enjoy the same position allowances, social security, skills training and start-up enterprise training. With a focus on erecting an edifice of employment services at the town, township and village levels, we will improve the system for providing public employment services. We will earnestly implement the Labor Contract Law, and perfect a long-term, effective system for resolving the problems associated with the unpaid wages of migrant workers. We will tighten dynamic monitoring of job loss early-warning and labor relationships, implement a system of worker filings for the purposes of labor administration, energetically implement collective contracts and the management-labor negotiation system for determining employees' wages, appropriately resolve labor disputes, and keep labor relationships harmonious and stable.
Further elevating the level of urban and rural social security. We will unify the old-age insurance systems for urban and rural residents and ensure that the existing systems are effectively combined. We will institute a policy for the elderly who lack medical insurance and for residents with flexible employment in cities and towns to reimburse the expenses incurred for outpatient services, and separate the practice of reimbursing the medical expenses of retirees of struggling enterprises from payment of such expenses by their enterprises. We will increase enterprise retirees' basic old-age insurance benefits, urban and rural subsistence allowances, unemployment insurance benefits, and on-the-job injury insurance benefits, and raise the level of the rural five guarantees of support [food, clothing, medical care, housing, and payment of funeral costs] and all types of assistance given to entitled groups while also increasing grants for deaths and heating subsidies. We will provide categorized relief for the rural recipients of subsistence allowances. We will improve the subsidized medical care policy and ensure that all our social relief policies benefit urban and rural low-income families. We will improve our policy for subsidizing geriatric services, energetically develop geriatric home services, support nongovernmental initiatives to establish facilities benefiting urban and rural geriatric care, and increase the number of geriatric beds by 15,000. We will strengthen the culture, institutions and organizations of charity.
Promoting the modernization of education in the capital. We will work out an outline plan for the long- and medium-term development of education in the capital and ensure that education investment rises in accordance with the law, and channel new investment funds mainly into rural areas and needy schools. We will support 200 primary schools in their standardization process, improve all the living conditions in rural boarding schools, and repair or renovate the collective accommodations for teachers in 300 primary and middle schools. We will put into effect every policy for free compulsory urban and rural education, intensify grants for students from poor families, increase the standards for per capita public funding for students in special education schools, expand the proportional amounts public schools receive for compulsory education of the children of migrant workers and standardize the operation and management of schools exclusively for these children. We will put into effect the Guidelines of the State Council on Implementing a System of Salaries Based on Performance in Compulsory Education and ensure that teachers' average salaries do not fall below those for public servants. We will do our teacher training work well, explore a mechanism for the rational flow and equal allocation of high-quality teachers, continue to improve the enrollment system, standardize revenues and expenditures, put a resolute stop to the linking of donations with the enrollment of students. We will promote the availability of compulsory education in all areas of the city. We will strengthen and improve the building of ideology and morals among minors, do our work in physical education and health in schools well and comprehensively practice quality-oriented education. We will straightened out the mechanisms for running kindergartens and accelerate construction of rural kindergartens. We will promote the development of vocational education with a focus on building 70 vocational secondary schools, and develop pilot projects to link vocational secondary and higher education. We will optimize the structure of majors in higher education, promote the development of key subjects and emphasize political and ideological education and mental health guidance for university students. We will cultivate learning organizations and improve the service system of life-long education among the people.
More effectively develop medical and health care. We will improve the medical services system, focusing on public health and rural and community health. We will continue to do a good job of preventing and controlling major diseases, implement the health action plan for all, and thus improve public health. We will actively train and recruit community medical workers, improve the system whereby community clinics are the first option in medical treatment and cases can be referred in either direction, and expand the scope of basic pharmaceuticals at community clinics. We will comprehensively strengthen the rural health system, implement the plan for establishing regional medical centers in outlying districts and counties, improve the services of town and township hospitals, build a number of village clinics according to plan, and further improve the new type of rural cooperative medical care. We will tighten monitoring of all medical institutions, carry out pilot projects to implement the advance payment system for the total costs of a single course of treatment, and introduce a standardized system whereby pharmaceuticals are purchased through public bidding. We will strive to reduce the burden of medical cost on the masses.
Promoting flourishing development of the capital's culture. In accordance with the requirements of the central authorities, we will conscientiously do a good job of celebrating the 60th anniversary of the founding of New China. We will extensively promote cultural and ethical progress to build a culturally-enriched Beijing whose denizens comport themselves in a civil manner. We will thoroughly carry out the program for improving civic morality, promote harmonious cultural development and foster civilized social conduct. We will improve the public cultural service system at the primary level, promote the project to share cultural information, complete the construction of culture centers and digital film projection centers in all administrative villages, and establish library service centers in 317 sub-districts, towns and townships in the city. We will increase government subsidies and lower admission fees for nonprofit cultural performances for rural areas, stage a greater number of performances, and well organize all kinds of these performances. We will make innovation in cultural products and the manner in which they are disseminated. We will encourage the creation of outstanding literary and artistic works. We will make high-level cultural performance markets flourish. We will continue the project to renovate dilapidated culturally-significant buildings and open more public cultural facilities such as museums and memorial halls accessible to the public free of charge. We will actively apply for the central government's approval of areas as eco-conservation zones for intangible cultural heritage and make greater efforts to protect and develop it. We will support accelerated development of the press and publishing, radio, film and TV, literature and art, philosophy and the social sciences. We will strengthen the development and management of the Internet and other new media. We will make innovation in the mechanism for propagating scientific knowledge and achieve more practical results in the process. We will thoroughly carry out amateur sports activities, and support development of amateur sports organizations. We will explore ways to promote reform of the competitive sports system, actively cultivate athletic competitions sponsored by major brand labels, and develop and fortify the sports industry.
Actively solving the housing problems of the masses. We will make greater efforts to ensure the supply of housing. We will start building or purchase low-rent or low-cost housing, policy-related housing to let, or ceiling-priced commodity housing with a floor space of 8.5 million square meters and complete two million square meters thereof. We will make overall plans for protecting the old city area, renovating dilapidated housing and evacuating residents. We will repair and improve the houses of 20,000 families in the areas with sites of historical and cultural interest in the old city proper under government protection, while at the same time renovating the hutongs and streets and improving municipal infrastructure facilities there. We will continue the project to rid the urban areas of dilapidated buildings, and launch pilot projects to renovate the three major shantytowns in Mentougou, Tongzhou and Fengtai districts. We will make rural houses better heated and energy saving. We will renovate the houses of 5,500 impecunious families in rural areas and 1,000 families entitled to preferential government treatment. We will launch the project to convert 50,000 families living in one-story houses from the use of coal to electricity for heating, reform the heat supply network for an additional 200,000 families, and connect 100,000 families living in older buildings to natural gas mains.
Effectively strengthening social development. We will implement the Program for Social Development, deepen reform of the social management system, and make sure everyone helps to build and enjoys a harmonious society. We will improve the policies for government purchase of social-work positions, "hub-type" civil organization management and community residents' geriatric home services, and constantly increase the supply of government public services. We will accelerate the standardization of urban community service centers, and establish 200 rural community service centers. We will set up a special fund, establish a service platform and strengthen the development and management of civil organizations and provide better services for them. We will establish a sound mechanism for training, assessing, hiring and providing incentives for social workers, further improve the organizational system and work mechanisms of social voluntary services, and strive to promote the regularization, institutionalization and standardization of social work. We will expand self-governance for villagers and community residents, make village and factory affairs more transparent, and organize the election of the seventh urban residents' committees in accordance with the law. We will further implement the Party's ethnic policy, strengthen ethnic work at the primary level, and give more support to the development of ethnic minority villages. We will comprehensively implement the basic principle for work related to religions, and conscientiously do this work well. We will effectively do all work related to overseas Chinese and expand exchanges and cooperation between Beijing and Taiwan. We will support the work of trade unions, the Communist Youth League, women's federations and other mass organizations. We will further promote development of the programs for senior citizens, effectively safeguard the rights and interests of women and minors and continue to do a good job of finding employment and developing facilities for the disabled. We will strengthen reserve forces for national defense. We will extensively encourage government agencies and the public to support the army and give preferential treatment to families of service personnel and martyrs, urge the army to support the government and respect civilians, and support the army and the people in working together to promote cultural and ethical progress. We will make national defense education widespread. We will improve preferential policies for demobilized service men and women, make good arrangements for army officers transferred to civilian jobs, provide demobilized service men and women with good education, training and employment services, and enhance unity between the army and the government and between the army and the people.
Exerting utmost efforts for a "safe Beijing." We will further consolidate the achievements we made in keeping the Olympics safe, do a very good job of ensuring safety and stability, and attain the objectives that "no major incidents occur, there are fewer minor accidents, management is strict and there is good public order." We will carry out complete risk assessment and control in the city, identify and eliminate dangerous conditions, and strengthen dynamic monitoring of risks and latent hazards. We will improve the master plan for rapid response to public emergencies, improve the emergency management system at the primary level and the mechanism for regional coordination and cooperation in the capital, and improve the city's ability to respond to emergencies. We will thoroughly rectify production safety problems, strengthen oversight in industry and oversight by local governments, establish an information management platform, and do all we can to reduce all types of accidents. We will improve the responsibility mechanisms whereby leading cadres receive visitors with complaints, major policy decisions assess risks before they are reported in the form of letters or visits, problems reported in letters are identified and their solution is supervised. We will attach importance to solving problems when they are first reported or reported again by correspondents or visitors. We will actively guard against and properly deal with mass disturbances. We will improve the system of pro bono legal services, and do a good job of carrying out community correction work and helping, educating and finding jobs for people concerned, and constantly improve the level of people's mediation. We will improve all facets of public security, consolidate and standardize the contingent of the masses who help prevent and control disturbances, ensure the availability of funding needed to cover expenses incurred for ensuring safety, improve our work mechanisms for precision strikes, diversify the means of improving public order, apply more scientific and technological advances in our prevention, effectively fight against terrorism and prevent violence, and strive to make Beijing China's most harmonious socialist community that boasts the best public order and whose masses feel the safest in the country.
6. Thoroughly promote all reforms and open up all areas wider to the rest of China and to the outside world
We will seize the favorable opportunities and constantly intensify our reform efforts and open up wider to the rest of China and to the outside world in order to establish sound systems and mechanisms that are full of vitality, highly efficient, more open, and conducive to development in a scientific manner.
Accelerating reform of major areas and key links. We will deepen reform of the fiscal management system with the focus on implementing the reform plan for introducing the fiscal management system of revenue sharing between the municipal government and the district and county governments, and on increasing the financial resources of counties, towns and townships. We will implement the Law on the State-Owned Assets of Enterprises, and improve the system of supervision of state-owned assets. We will give play to the state capital administration center, encourage large state-owned enterprises to engage in strategic acquisitions and reorganizations, and accelerate the development of large enterprise groups with a capitalization of 100 billion yuan or more and strong core competitiveness. We will promote reform of the prices for resource products and environmental fees as needed to help conserve resources and energy. We will conscientiously complete the work related to the reform of the value-added tax and the introduction of the fuel tax. We will formulate a plan for the reform of the medical and health care system, explore the mechanism of providing medical and health services whereby the government plays the main role with help from market forces. We will promote reform of public hospitals in accordance with their categories, and encourage nongovernmental investors to establish medical and health institutions to increase medical services. We will actively apply for the central government's approval of Beijing as an experimental zone for integrated, complete reform of municipal management, and promote pilot projects to carry out the comprehensive and complete reforms of the boundary between urban and rural areas.
Striving to elevate the development level of the open economy. We will adopt a global strategic perspective, make full use of the Olympic impact, and actively exploit domestic and international markets and resources. We will improve the policy of making corporate headquarters an important part of our economy and attract more domestic and international large enterprises to locate their headquarters in Beijing. We will intensify our efforts to promote investment, encourage the investment of foreign capital in modern services industries, high-tech industries, energy conservation, environmental protection, R&D, innovation and other key areas, and make better use of foreign capital. We will improve management institutions and operational mechanisms, accelerate the construction of the Tianzhu Comprehensive Bonded Area. We will explore ways to establish through customs arrangements with the Port of Tianjin to help Beijing enterprises with their export rebates and their settlement and sales of foreign exchange so as to assist them in their export. We will support enterprises in importing advanced technology, importing more key spare parts, and increasing the stockpile of strategic materials. We will encourage strong enterprises to steadily implement the "go global" strategy. We will formulate policies for outsourcing services and promote development of the service trade.
Actively promoting regional cooperation and support for designated areas. We will make full use of our advantages in technological innovation and comprehensive services, and be aware of the function the capital has in the Beijing-Tianjin-Hebei region and the region surrounding the Bohai Sea. We will strengthen exchanges and communication with neighboring provinces, autonomous regions and municipalities directly under the central government, and increase association and cooperation with them in transport, energy, water resources, ecological conservation, tourism development and production centers. We will keep to the path of developing high-end industries, avoid low-end competition, and seek distinctive and balanced development. We will implement the framework agreements under which the city assists designated areas, encourage and guide nongovernmental sources to participate in the process, and complete the work with excellent quality needed to help the city of Shifang rebuild and to aid other designated areas.
