II. Main Tasks for 2010

At present, the capital has already entered a new stage of comprehensively building a modern international metropolis. In light of changes in our national conditions, national strength and international position; the important role of the capital in the overall work situation of the state; and our historic responsibility for carrying forward the scientific development of the capital and promoting social harmony, we must stay rooted in the present, focus on building a global city, meet high standards in our development, provide high-quality management and high-level service, further raise the level of modernization and internationalization, and adapt the development of the capital to the needs of the country and the people.

This is the last year for the implementation of the Eleventh Five-Year Plan as well as an important year for comprehensively building a "people's Beijing, high-tech Beijing and green Beijing" from a new starting point. This year our development environment could be more favorable than last year, but our domestic and international situations are complex and volatile. Our economic and social development faces new tests. Governments at all levels and all departments need to rally round the efforts to accomplish of the central task of the capital's scientific development; become more aware of opportunities, danger and competition; have a strong sense of mission, responsibility and urgency; further emancipate their minds; make full use of all favorable conditions and positive factors; deepen reform and innovation; work hard to resolve conflicts and difficulties, and firmly grasp the initiative in all their work.

To complete this year's government work, we must comprehensively implement the guiding principles of the Seventeenth National Party Congress, the third and fourth plenary sessions of the Seventeenth Central Committee, the Central Economic Work Conference and the Seventh Plenary Session of the Tenth Municipal Party Committee; thoroughly implement the Scientific Outlook on Development; comprehensively implement the people's Beijing, high-tech Beijing and green Beijing action plan; work hard to be better at independent innovation; accelerate the transformation of the pattern of economic development; work hard to carry out a number of major projects and undertakings; accelerate the optimization and upgrading of the industrial structure; work hard to effectively carry out reform and opening up; further stimulate and invigorate the capital's economic development; improve the lives of the people; get the fruits of development to more effectively benefit the masses; make the city an international metropolis; further raise the level of the capital's modernization and internationalization; comprehensively reach all the targets of the city's Eleventh Five-Year Plan; work hard to achieve sound and rapid economic and social development in the capital; and accelerate the pace of making Beijing a prosperous, culturally advanced, harmonious and livable community.

The main targets for the city's economic and social development this year are as follows: increase the GRD by 9%, keep the registered urban unemployment rate within 2.3%, achieve an increase in the incomes of urban and rural residents of at least 6% in real terms, keep the rise in the consumer price index within 3%, increase local government income by 9%, and lower energy and water consumption per 10,000 yuan of GRD by 4%.

This year, we will focus on doing a good job in the following seven areas of our work.

1. We will continue to give top priority to promoting steady and rapid development of the capital's economy.

We will steadfastly take boosting domestic demand as our basic standpoint, maintain continuity and stability in all our policies and measures, and constantly lay a solid foundation for steady improvement of the capital's economy.

Actively boosting consumer demand. With the focus on increasing urban and rural residents' consumption capacity, we will optimize the consumption environment, liberate consumer demand, and achieve a 12% increase in retail sales of consumer goods. First, we will strive to increase urban and rural incomes. We will steadily increase social safety net benefits; implement state policies concerning income distribution and all subsidy policies for agriculture, rural areas and farmers; and improve mechanisms for regularly increasing workers' wages and ensuring they get paid. Second, we will stabilize consumption of automobiles and housing. We will continue to do the work of selling home appliances and automobiles in the countryside and swapping old for new, and provide reasonable guidance for automobile consumption. We will expand the supply of low-income housing, guide enterprises in the real estate industry to develop it more rapidly and make it easier for them to enter the market, and promote transactions in stock buildings. Third, we will put great effort into developing tourism consumption. We will make innovations in our thinking and mechanisms and make the most of our historical and cultural resources and the advantages of the Olympic city to raise the development level of tourism in the capital. We will grasp the opportunities provided by the Shanghai World Expo and the 16th Asian Games in Guangzhou to expand the tourism market and deepen regional cooperation. We will improve the system of public services for tourism, promote the development of special towns as tourism hubs, attract large-scale projects, encourage nongovernmental capital to participate in development, and strive to make tourism industry training an important industry in its own right. Fourth, we will make suburban markets flourish. We will guide large commercial enterprises to expand to new cities, strengthen development of commercial facilities and a modern circulation network in suburban areas, and expand coverage of the program to have a market in every village and areas served by convenience stores and farm stores. Fifth, we will expand consumption into new areas. We will actively bid to host high-level athletic competitions, and expand consumption in the areas of culture, sports, recreation, fitness and retirement services. We will carry out pilot programs for consumer finance companies and put great effort into developing e-commerce. We will support and attract domestic and international famous brands and enterprises, and accelerate the development of Beijing as an international trade and commerce center.

Keeping investment growing at an appropriate pace. As part of the plan for the government to invest 140 billion yuan over two years, which should stimulate one trillion yuan in nongovernmental investment, overall plans were made for the government to invest 70 billion yuan and to increase total investment in fixed assets by 11%. First, we will carry out major projects well. We will maintain and improve mechanisms linking departments, get districts and counties to play an important role, accelerate the process of examining and approving projects, and facilitate the landing of major projects. Second, we will stabilize real estate investment. We will continue to do a good job of holding land in reserve and complete the work of investing 100 billion yuan in primary land development. We will adhere to the principle of conserving land and using it intensively and of keeping reserves at a high level and supplying land quickly, optimize the land supply structure, and promote the steady increase in investment in secondary land development. Third, we will increase the proportion of money invested in industries. We will actively use discounted loans, special subsidies and capital injection to support the development of key industries that are in line with the capital's functions, and encourage and support more investment in enterprises' technological upgrading. Fourth, we will conscientiously coordinate with and provide services for projects underwritten by central government agencies, and fight for a number of projects to be settled in Beijing as quickly as possible. At the same time, we will further strengthen investment supervision and control, and do a good job of giving early warnings against debt risk.

Energetically stimulating the development of the non-public sector of the economy and small and medium-sized enterprises. We will make full use of all kinds of investment platforms andformulate and introduce policies for promoting investment, and encourage nongovernmental investment in infrastructure, municipal public utilities, financial services and high-end manufacturing. We will implement relevant state policies and measures, and promote the formulation of regulations that spur the development of small and medium-sized enterprises. We will create a sound risk compensation mechanism for guaranteeing the credit of small and medium-sized enterprises, and gradually expand the scale of their re-guarantee funds. We will steadily develop all kinds of collective debt, collective bonds and collective trusts; increase municipal and district fiscal spending on loan discounts for small and medium-sized enterprises; and strive to ameliorate their financing difficulties. We will formulate support policies geared to such enterprises' needs in the areas of finance, taxation, and land and building use, and effectively reduce the burdens of enterprises. We will support small and medium-sized enterprises in expanding investment in R&D, accelerating restructuring, increasing their technological innovation capability and raising product quality.

Creating a good market environment. We will pay close attention to changing price trends; ensure adequate supplies of coal, electricity, oil, gas, transport and important agricultural and sideline products; and maintain market stability. We will do the oversight and supervision work to ensure the safety of food and medicine well, formulate and implement the three-year food safety action plan, improve the self-restraint system for ensuring food safety during the distribution process, carry out inspections of all kinds of basic medicines, and establish sound mechanisms for withdrawing inferior products from the market. We will actively cultivate a culture of honesty, accelerate the improvement of the enterprise credibility information system, strengthen oversight and supervision of the market, improve and rectify it, crack down hard on crimes such as the production of counterfeit and inferior goods, and safeguard fair competition and an equitable business environment.

2. We will increase our resolve to accelerate the transformation of the pattern of economic development.

We will further improve systems and mechanisms, our policy orientation, and the system of appraisal and evaluation. We will continue to optimize primary industry, strengthen secondary industry and develop tertiary industry. We will develop large projects to promote the development of major industries. We will carry out thorough restructuring and constantly raise the quality and level of economic development.

Effectively carrying out the development of the national demonstration zone for independent innovation at Zhongguancun. In accordance with the spirit of the State Council's response, we will accelerate development of a scientific and technological innovation center that will have global impact. First, we will accelerate implementation of innovative reforms. We will formulate laws and regulations for the demonstration zone; deepen trial reforms in the areas of stock ownership incentives, sci-tech finance, business administration and social organization; and strive to create an over-the-counter market. We will further delegate municipal-level jurisdiction over examination and approval and strengthen management functions in core areas. Second, we will improve the management system in the demonstration zone. We will strengthen the organization, coordination, supervision and implementation functions of the municipal-level management committees, create a Zhongguancun Development Group Corporation, and increase the overall coordination between the branches and production bases of Zhongguancun Science Park. We will lay out production in a spatial arrangement of "one area, multiple zones"; integrate the spatial resources of the future science city, software park, life sciences park, environmental research park and Yongfeng industrial base, taking the core area consisting of Haidian District and the southern part of Changping as our foundation; and accelerate development of R&D services and the new- and high-tech industrial zone in the northern part of the city. Third, we will encourage enterprises to be agents of innovation. We will encourage industries to enter into technological alliances and privately owned technological enterprises to undertake large technological projects; improve the mechanism for opening and sharing the scientific and technological platform; and accelerate the establishment of a technological innovation system encompassing enterprises, universities and research institutes. We will continue to do a good job in linking major state sci-tech projects with large sci-tech infrastructure undertakings, carry out projects to invigorate industry through science and technology and sci-tech projects, and strive to make breakthroughs in important key technologies. We will formulate and implement a plan for fostering innovative enterprises whose annual production ranges from one to one hundred billion yuan. Fourth, we will increase our support for putting sci-tech results into production. We will improve project follow-up and screening mechanisms, coordinate government industrial investment, and invest at least 10 billion yuan over five years in a number of enterprises with solid growth and projects for putting important sci-tech results into production. We will increase government purchases of products that are the result of our independent innovation, and spend 4 billion yuan on such purchases over the course of the year. Fifth, we will deepen innovation in the area of sci-tech finance. We will actively strive to get more Zhongguancun enterprises listed on the ChiNext market. We will support the cluster development of angel investment, venture capital investment and equity investment; give full play to the role of venture capital funds; and gradually improve the system of financial services covering the whole process of technological innovation. We will thoroughly implement the capital's strategy on intellectual property rights, expand the scope of loans for which intellectual property rights are used for collateral, and promote the trade of patents. We will continue to attract highly talented people and create high ground where people can bring forth new ideas and start their business.

Accelerating development of key functional zones. We will promote the integration of administrative resources in the Yizhuang Development Area and Daxing District; improve management systems; expand development space; carry out a number of major projects well; and foster the clustering of the digital display, mobile telecommunications and new energy industries. We will get the Yizhuang Development Area to serve as a catalyst for further development; promote the coordinated development of the Fengtai Science Park, the Daxing Biomedicine Center and the Tongzhou Photo-Mechanical-Electrical Integration Center; and create a zone in the southern part of the city where high-tech manufacturing and strategic new industries are located. We will comprehensively promote the development of Financial Street, the Central Business District, and the Lize Financial and Business Zone; accelerate work on banking back-office projects such as the People's Bank of China settlement center and credit reference center; develop the market for such factors as cultural property rights, mining rights, carbon trading and stock housing; and induce all kinds of financial institutions to develop in Beijing. We will accelerate implementation of the plan for adjusting the distribution of the facilities of the Shougang Group, develop high-end replacement industries and promote development of the western part of the city. We will make use of the role of the Tianzhu Comprehensive Bonded Area and accelerate the development of the Beijing Linkong Economic Functional Zone. We will conscientiously implement the plan and work to continue development of the logistics centers at Mafang, Majuqiao and Liangxiang. We will do a good job in the work of building centers for such distinctive industries as new petrochemical materials, new energy automobiles and high-quality auto parts, and attract projects in this area.

Energetically developing strategic new industries. We will further refine our plans, break down the responsibility for implementation, carry out plans to restructure and revitalize key industries, and do all we can to attract a number of industrial projects. We will accelerate the industrialization of automobiles using new energy sources, strive to develop passenger vehicles powered entirely by electricity, and develop hybrid buses and commercial vehicles. We will actively develop the production of renewable energy sources such as wind and solar power and press ahead with construction of the demonstration intelligent power grid in Yanqing and the green energy industrial base in Pinggu. We will energetically develop the biomedicine industry, and strive to create an industry chain grounded on R&D on new medicines and manufacturing of advanced medical equipment. We will actively promote the development of the Chinese Academy of Sciences Science and Education Zone, and continue to support development of a number of manufacturing projects such as the Beijing Linkong Economic Functional Zone Aviation Industrial Park and Beijing Hyundai's third plant. We will set up a Beijing software and information services trade center and develop and strengthen the information services industry, with the focus on market expansion. We will move ahead with work on the "Perceptions of Beijing" demonstration project and actively develop the network of things. We will improve the system of financing services, and speed up construction on a number of major projects such as a state-level industrial park for the animation and game industry, a new-media industrial center, a publishing industry industrial park, a culture and entertainment theme park, and a performing arts center, in order to expand and strengthen cultural and creative industries.

Intensively promoting conservation and reducing emissions. We will actively develop a low-carbon economy and comprehensively create green production, consumption and environment systems. We will strictly implement energy conservation design standards in building construction, and upgrade 5 million square meters of urban housing and the housing of 22,000 rural households to make it more energy efficient. We will continue to remove high-emission cars from roads, purchase 1,000 100% electric public sanitation vehicles and 200 energy-conserving environmentally friendly buses. We will put 12 million high-efficiency lighting fixtures into operation, promote the retrofitting of coal-fired furnaces to make them burn cleaner, and complete the task of upgrading 1,000 steam tons. We will operate energy-conserving supermarkets well, improve mechanisms to encourage the use of energy-conserving environmentally friendly products, encourage enterprises to use new energy-conserving technologies, techniques, equipment and materials, and raise the proportion of clean energy resources that are used. We will control the total quantity of pollutants generated and undertake trial reforms in the trade of pollution discharge rights. We will do research on creating a set of evaluation indices for the circular economy, energetically promote clean production, and expand trials of the circular economy. We will intensify publicity and education and create a social atmosphere conducive to conserving resources and energy and protecting the environment.

We will comprehensively draw up a new blueprint for scientific development in the capital. We will adhere to the principle of balanced development, innovative development, green development and development that benefits everyone. We will intensify research on major problems concerning changing the nature of the capital's development, draw on the wisdom of all quarters to draw up the outline for our Twelfth Five-Year Plan and associated special plans, and strengthen coordinated guidance over the compilation of development plans for all the city's districts and counties.

3. We will increase the intensity of overall urban, rural and regional development.

We will further improve policies for strengthening and benefiting agriculture, rural areas and farmers, resolve serious conflicts and problems in regional development in a targeted way, and promote the urbanization of urban and rural areas and the balanced development of regions.

Accelerating the pace of reform and development in rural areas. We will adhere to the strictest possible system for protecting arable land and intensify land-related law enforcement. We will improve the policy to support and protect the transfer of contracted land-use rights and effectively confirm and certify ownership of collectively owned land and the right to use land for construction purposes. We will vigorously reform the system of collective forest rights, compensate for the ecological benefits of public forests, and intensify our forest carbon sequestration work. We will speed up development of experimental zones for comprehensive financial reforms in rural areas; deepen experiments with county banks, rural mutual cooperatives, and micro-credit companies; and extend policy-oriented agricultural insurance coverage. We will deepen comprehensive reforms in rural areas, quicken the pace of reform of the property system in the rural collective economy, and support the development of specialized farmer cooperatives. We will improve the public service system for spreading agricultural technologies in villages, and formulate and implement a three-year action plan for improving the quality and safety of agricultural products. We will complete the improvement of 20,000 hectares of farmland, add about 2,700 hectares of land for protected agriculture, and work harder to promote the development of urban modern agricultural industries, such as seed planting, forestry nursery and flower and plant industries. We will energetically develop the farm produce processing industry and handicraft industries with distinct local characteristics. We plan to develop a high-grade logistics system for agricultural products. We will continue to advance the prosperity-for-all initiative designed for low-income rural households and help them increase their incomes. We will do the preparatory work for the Seventh World Strawberry Conference and the World Seed Conference well. We will allocate 2.48 billion yuan in transfer payments for completing projects to ensure safe drinking water, alleviate congestion on neighborhood roads, improve waste disposal, renovate toilet facilities, and upgrade wastewater treatment as well as provide electricity to "light up," supply heating to "warm up," and make sustainable use of agricultural resources to "recycle up" in order to build a new countryside. We will accelerate development of small cities and towns. We will vigorously develop town economies and urbanize outlying areas with 42 major towns playing a leading role and industrial parks and rural employment centers serving as the platform.

Quickening the pace of reform and development of the rural-urban fringe. We will review and widely apply the successful experience of Beiwu and Dawangjing villages and Jiugong Town, begin to integrate all of the 50 villages with intractable difficulties with urban areas, and improve conditions in all the "inner-city villages." We will adhere to the principle of the government providing guidance, farmers serving as the main players, and different departments working together and encouraging nongovernmental participation; ensure district and county governments assume more responsibility and play their role in overall coordination; and encourage all areas to make bold explorations in light of their actual conditions. We will give high priority to improving farmers' living conditions, developing industries and keeping rural employment stable; increase construction of infrastructure and public service facilities and strengthen management of them; actively develop appropriate industries; carry out the policy on greenbelt areas; and promote construction of country parks, like the one at Sanhaizi. We will explore new methods for compensation and relocation, and actively introduce mechanisms for urban public administration and services. We will accelerate the reform of the system of ownership of rural collective assets and the way such assets are disposed of, expand and strengthen the collective economy, and strive to ensure that farmers' interests are protected and that farmers have employment guarantees and ways to increase their incomes.

Speeding up development of new cities.We will improve the external transport links and internal road networks of new cities, and focus on developing water supply, power, gas, heating and garbage treatment facilities there. We will push forward the development of riverside forest parks and ecological corridors in new cities, and basically create greenbelts around them. We will improve industrial service facilities, guide high-quality education and public health resources to expand toward new cities, and make them better able to attract industries and people to relocate there. We will vigorously develop functional groups in new cities and start high-level construction of major functional zones. This year we will concentrate on developing Tongzhou by utilizing both domestic and foreign resources, making plans according to world first-class standards, earnestly launching a number of projects, and striving to achieve major breakthroughs in order to make the city a role model. We will formulate and implement guidelines on developing small cities and towns.

Accelerating implementation of the action plan for southern Beijing.Focusing on infrastructure development, we will invest 290 billion yuan on transportation, municipal and public services, renovation of dilapidated and dangerous housing, and energy facilities benefiting local residents over the next three years, in order to improve the development environment in the southern and southwestern parts of the city. With a view to developing the south axial of the city, the Yongding River economic belt, and numerous financial, science and medical parks, we will develop key industrial parks, vigorously attract high-end industrial projects to locate in southern Beijing, and raise the level of its industrial development. We will accelerate the development of the Yongding River greenbelt, complete the formulation of a detailed regulatory plan, carry out construction of the World Geology Park and launch projects to improve rivers, the ecosystem and industries.

Speeding up development of ecological conservation areas. We will start construction on 500 kilometers of trunk roads and 400 kilometers of secondary roads in mountainous regions, and complete the relocation of 5,000 farmers from the mountains. We will accelerate implementation of the plan to develop mountain valleys, formulate policies for promoting and supporting development, hold international public biddings for developing seven mountain valleys, and encourage nongovernmental sectors of society to participate in the economic development of the valley areas. We will vigorously develop the ecological services economy, continue to develop industrial centers jointly run by two or more districts or counties, support areas where coalmines and other mines have been closed in developing replacement industries, do a good job in our work of mitigating population strain and helping farmer laborers find non-farm work, and guide the transfer of advanced means of production toward ecological conservation areas. We will successfully implement major ecological projects, intensify efforts to make small watersheds cleaner and more ecological, comprehensively remediate abandoned mines, promote the afforestation of barren mountains and the transformation of inefficient ecological forests, and constantly raise the level of ecological development.

4. We will work hard to improve the city's sustainable development.

We will work harder and boldly explore and innovate in order to solve problems facing the city's development.

Thoroughly implementing the development strategy of giving priority to public transportation. We will work hard to build a green commuting system that gives primacy to rail transit and emphasizes surface public transportation, coordinated with other forms of transport, and strive to increase the proportion of people using public transport for trips within the city to 40%. We will press ahead with construction on 12 rail transit lines, complete construction on the subway lines to Yizhuang and Daxing and the first phases of subway lines to Fangshan, Changping and Shunyi, and put them all into operation, raising the total rail transit lines in service in the city to more than 300 kilometers. At the same time, we will raise the capacity and improve service safety of existing lines. We will optimize bus lines; expand bus-only lanes; accelerate work on projects to build comprehensive passenger transport hubs, bus terminals and traffic hubs; complete construction of four high-speed urban highways, including Puhuangyu Road; and start construction on expressways connecting all key towns in Beijing. We will implement the seventh-stage measures for relieving urban traffic congestion, carry out construction of parking infrastructure and implement a differentiated parking pricing policy, and thoroughly straighten out the parking situation. We will set up a center for coordinating and guiding the flow of traffic, improve the intelligent dispatch system for controlling surface transportation, and enhance our capability to comprehensively coordinate and guide traffic flow and respond to traffic emergencies.

Intensifying efforts to prevent and control pollution. We will adhere to the principle of increasing capacity, adjusting structure and reducing discharge in our efforts to reduce, recycle and harmlessly dispose of household waste. We will properly choose sites for large recycling facilities for treating household waste; promote harmless waste disposal by incineration; fully implement resource recovery of kitchen, fruit, vegetable and garden waste; carry out trials of zero waste management of household waste; and strengthen management of substandard landfills. We will improve the system for collecting and transporting sorted waste, and sort household waste and kitchen waste in new, renovated and expanded sites in residential compounds and all businesses. We will improve the system of waste management and explore new ways to reform garbage fees. We will strengthen oversight and management of workplaces that produce or use hazardous waste or radioactive materials. We will speed up comprehensive improvement of the northern Grand Canal system, move forward with construction of Fatou, Shahe and other wastewater treatment plants, and complete upgrading of wastewater treatment plants in central city districts in three years. We will intensify the work of laying sewage and reclaimed water pipelines, finalize the project transferring wastewater from Dingfuzhuang to Gaobeidian, and improve wastewater treatment and utilization of reclaimed water. We will conscientiously implement the 16th phase of air pollution control measures and strive to ensure municipal air quality is at level 2 or higher on 73% of the days of the year.

Strengthening guarantees of adequate supplies of natural and energy resources. We will maintain the strictest possible system for managing water resources and take a strategic perspective in studying how to build a water-efficient city. We will conscientiously implement all water-saving measures and carry out trials of progressive water pricing. We will develop new emergency water sources, strengthen protection of water sources, launch the project to recycle and use water resources from the Chaobai River, accelerate construction of the supporting facilities within the city for the South-North Water Diversion Project, upgrade the water supply grid, and ensure water security for both urban and rural areas. We will basically complete construction of 33 regional central heating centers and accompanying pipelines in outlying districts and counties, increase the city's central heating supply capacity by three million square meters, and solve regional heating problems in a proper manner We will complete work on the third pipeline conveying natural gas from Shaanxi to Beijing, build the Sixth Ring Road natural gas pipeline system, develop natural gas trunk pipelines in outlying districts and counties, begin work on the project to deliver natural gas to key towns, and connect 50,000 families living in older buildings in central city districts to natural gas mains. We will thoroughly inspect underground pipelines for hidden dangers, correct any problems we find, and establish a permanent effective mechanism for oversight and management of pipeline operations to ensure their safety.

Improving administration of municipal services. We will conscientiously carry out the sixth population census; study the scale, structure and distribution of the population; explore new ways to set up an overall population control mechanism; and promote orderly movement and rational distribution of the population by decentralizing municipal functions, upgrading industrial structure and adjusting population distribution. We will strengthen supervision of rental housing and make innovations in services for the floating population. We will improve permanent mechanisms for comprehensive law enforcement in municipal administration to further improve the capital's environmental order. We will standardize management of night lighting, outdoor advertisements, name boards and signs, and overhead wires and improve the living environment in old residential areas, streets and hutongs, areas dominated by single-story housing, the rural-urban fringe and the countryside. We will incorporate property management into community development programs, conduct research on introducing a third-party oversight mechanism, and promote sound and orderly development of the property management industry. We will speed up development of information infrastructure, increase Internet broadband capacity, and energetically develop 3G networks.. We will improve the platform for information management for city operations and public services and raise the level of lattice management. We will create a permanent risk management mechanism for the city, strengthen the emergency safeguard system, strengthen primary-level risk management, and raise our ability to respond to natural disasters and unexpected public safety incidents.

5. We will attach greater importance to maintaining and improving the quality of people's lives.

We will vigorously develop social programs with a focus on improving people's lives and continue to accomplish important tasks having a direct bearing on people's lives so that they will receive more real benefits.

Doing everything possible to stabilize and expand employment. We will adopt a more energetic employment policy and search for ways to establish a unified human resources market and a platform of public services for employment to create 360,000 more jobs for urban residents. We will continue to implement the program to hire college students as village leaders and social workers, improve the systems of providing employment assistance for college students and hiring them as interns, do a good job of providing employment for college graduates and promote employment for the young unemployed. We will create many kinds of public service jobs to help 90,000 urban residents having difficulty finding employment get jobs, and dynamically eliminate zero employment in families. We will extend preferential employment policies for areas with a high unemployment rate to ecological conservation areas. We will deepen coordination of urban and rural employment, set up an employment assistance system for families whose members do only farming work, and transfer 70,000 rural workers to non-farming jobs. We will integrate policies and resources for supporting employment and expand employment by encouraging business startups. We will make comprehensive plans for urban and rural vocational training systems, encourage enterprises to provide on-the-job training and speed up the creation of a specialized labor force for leading and new industries. We will train 20,000 people for domestic services, hospital nursing and old-age nursing. We will implement the labor contract system across the board to ensure stable and harmonious labor relations.

Accelerating the development of a unified social safety net for both urban and rural areas.We will integrate the new type of rural cooperative medical care system, the medical insurance system for the elderly and the young, and the medical insurance system for the unemployed with serious illnesses, and build an integrated urban and rural medical insurance system. We will improve the policy of providing medical insurance to benefit the people, expand the scope of reimbursement and raise the proportion of costs reimbursed to further reduce people's burden from medical expenses. We will deepen reform of the socialized medicine system and incorporate all persons covered by this system in every district and county of the city into the basic medical insurance system. We will promote the use of social safety net cards throughout the city and encourage the practice of registering and paying for medical care with social safety cards at all designated hospitals in Beijing. We will ensure the smooth transfer of old-age insurance accounts from one region to another. We will firmly foster the concept of civil affairs administration doing more to improve the lives of the people and do comprehensive planning for a social relief system covering both urban and rural areas to ease the difficulties of the low-income population and promote a change of social welfare services from assisting the needy to benefiting everyone. We will conscientiously implement the nine policies concerning household care for the elderly and the disabled and further improve the policy of preferential treatment for the elderly. We will make stipends the same for both urban and rural entitled groups. We will give more assistance to charity and other public welfare undertakings.

Promoting balanced development of education. We will steadfastly promote equal educational opportunities for all and continue to channel additional funds for compulsory education mainly to rural areas and needy schools. We will deepen implementation of the safe school building program and support the reinforcement of school buildings against earthquakes in 300 primary and secondary schools. We will improve the ability of public schools to enroll more children of migrant workers in Beijing and standardize the development of schools for them. We will deepen reform of the curriculums and education and instruction methods of primary and secondary schools, improve the overall student quality assessment program, work hard to promote large social classrooms, strengthen the development of ideology and morals in young people, and comprehensively promote well-rounded education. We will strengthen the ranks of rural teachers and carry out pilot reforms to introduce school district-based management and exchange teachers among schools, in order to promote a more balanced distribution of quality education resources. We will give more policy and financial support to special education. We will improve the preschool education system, rebuild or expand 30 public preschools, improve the conditions of central preschools in townships and towns, and increase the number of children attending preschool by 12,000. We will enhance the development of model vocational schools and internship centers, facilitate establishment of vocational education consortiums and extend the trial reforms for vocational colleges to make independent decisions on enrolling students. We will deepen the intensive development of higher education. We will provide good political and ideological education for college students. We will support institutions of higher learning in undertaking major science and technology projects, optimizing the structure of specialties and disciplines, and accelerating development with distinctive features.

Promoting development of medical and health care. We will integrate resources for public health services and raise the level of public health administration and services. We will thoroughly develop the "healthy Beijingers" program and further disseminate health awareness in order to improve the health of city residents. We will improve the three-tiered medical system in the countryside and complete the building of medical centers in outlying districts and counties and village clinics and health centers. We will improve the mechanisms for subsidizing community health services providers and evaluating staff performance, further strengthen the staffing of primary-level medical institutions and raise the level of primary-level medical services. We will promote development of traditional Chinese medicine and establish traditional Chinese medicine clinical departments and pharmacies in all the capital's public hospitals at or above level two. We will implement the national system for basic medicines at primary-level medical and health facilities, and buy, distribute and sell these medicines throughout the city in a unified way. We will also effectively strengthen prevention and control of influenza A (H1N1) as well as other communicable diseases and become better able to handle public health emergencies.

Developing culture and sports. We will continue promote cultural projects that benefit the people, complete the task of establishing culture centers in subdistricts and communities, open more libraries and museums free of charge to the public, and build 1,020 more libraries in the countryside. We will formulate rules and standards to improve the services of primary-level public cultural facilities. We will improve the management systems of new media services, including the Internet and mobile phones, carry out the project to put high definition interactive digital television into widespread use, and support innovation and development of telecommunications and postal services. We need to further enrich philosophy and the social sciences, and vigorously develop literature and art, radio and television, and the press and publishing. We will support creation of outstanding theatrical performances. We will continue to strengthen protection of sites of historic and cultural interest, launch projects to restore them, and improve the protection and utilization of our intangible cultural heritage. We will work harder to create a community in which sports are an integral part of people's lives and promote the integration of sports with life. We will continue to make full use of Olympic venues, actively attract international sport organizations, enhance our abilities to host major sports competitions, and accelerate the development of the Olympic Park and other functional zones for the sports industry.

Closely monitoring the housing supply. We will steadfastly adjust the supply structure, effectively strengthen guarantees of an adequate housing supply, make use of the basic role of market forces in allocating housing resources, standardize and develop the used home market and the rental housing market, and promote the sound and steady development of the real estate market in the capital. We will accelerate the building of low-income housing. In the next two years, we will strive to complete the renovation of the three major shantytowns at Mencheng, Mentougou District; Nanyuan, Fengtai District; and Shangying, Tongzhou District and the renovation of dilapidated and dangerous housing in the downtown area. We will intensify safety maintenance of public facilities in old buildings. We will accelerate the development of low-rent and low-cost housing, public housing to let, and ceiling-priced commodity housing that all have limited floor space, ensure that such housing will account for over 50% of the city's total land supply used for housing construction and over 50% of the housing units for which construction is begun in the year, and ensure that 134,000 units of such housing are put under construction and sold and that 46,000 units are completed and delivered to their owners. We will seek new ways to build policy-related housing by, for example, making full use of the initiative of state-owned enterprises, extensively attracting nongovernmental investment, and encouraging collective economic organizations to use the land they hold in reserve to build rental public housing in accordance with the government plan. We will better manage the safety and quality as well as the rental and purchase allocation of policy-related housing, and optimize the allocation of these top-quality public resources so people can live in them with confidence and satisfaction. We will continue to rectify and standardize the real estate market; investigate and punish violations of the law and regulations such as property hoarding, keeping property vacant and land unused, and price rigging in accordance with the law; and curb ballooning property prices.

6. We will deepen reform and opening up.

We will fully adapt to developments and changes in international and domestic situations, continue to deepen reform of key areas and links, and expand the breadth and depth of opening to the outside world.

Deepening reform of the administrative examination and approval system. We will strengthen and improve the work of the municipal administrative hall, bring together the examination and approval functions of departments to provide enterprises and individuals with more all-round and convenient services. We will build a platform for comprehensive services, and make the use of the green examination and approval channel a common practice. We will steadfastly streamline administration, delegate more decision-making power to lower levels, deepen the reform of examination and approval procedures within departments, establish sound systems, and strengthen performance management and efficiency supervision.

Deepening reform of state-owned enterprises. We will promote the merger and reorganization of state-owned enterprises, establish a number of group companies, support class 1 enterprises in going public and those class 1 enterprises that have partly gone public in going wholly public, and energetically cultivate large enterprises with strong core competitiveness and capitalization of 100 billion yuan or more. We will improve the system of oversight and supervision of state assets, appoint good presidents of the board and chief financial officers to state-owned enterprises, and expand the trials for the budget system for managing state capital.

Deepening the reform of social programs. We will implement the Guidelines of the CPC Central Committee and the State Council on Deepening the Reform of the Pharmaceutical and Healthcare System. We need to attach equal importance to management and reform, steadily advance the reform of public hospitals and deepen the reform of the community healthcare system, so that the people can have access to affordable and effective healthcare. We will deepen the reform of the management system of non-profit cultural institutions and continue to turn for-profit cultural institutions into corporations. We also need to complete the work of performance-based pay reforms.

Continuously elevating the development level of the open economy. We will further optimize the structure of attracted capital, focusing on modern service industry and high-end manufacturing projects, vigorously entice multinational corporations to set up their regional headquarters and large domestic private enterprises to establish their headquarters in Beijing, and encourage overseas-funded enterprises in the city to increase their capital. We will implement the policy of stabilizing external demand, support enterprises in their overseas marketing, and export more products with domestically held intellectual property rights and brand names. We will establish a mechanism to coordinate and promote service trade work, and guide service outsourcing in the direction of high-end services. We will support highly competitive enterprises in investing overseas and operating transnational business. We will actively attract international high-end conferences, exhibitions and large-scale events to Beijing, encourage more international organizations to set up offices in the city, and constantly increase the international scope of the capital.

Making solid progress in providing assistance to designated areas and promoting regional cooperation. We will accomplish all our tasks in providing construction aid to Shifang. We will conscientiously do all our work in providing assistance to Lhasa and Hotan. We will further create mechanisms to enhance cooperation with adjacent regions in areas such as water resources protection, ecological preservation and industrial development in order to achieve complementary advantages and common development. We will energetically participate in all aspects of the work hosting the Shanghai World Expo and support Guangzhou in hosting the Asian Games.

7. We will spare no effort to maintain the capital's fine state of harmony and stability.

We will launch intensive campaigns to "love the capital, emphasize culture, and promote new practices" and mass activities to promote cultural and ethical progress; actively promote the development of social morality, professional ethics, family values and personal qualities; and actively launch the "six major cultural guides campaign," in order to further raise citizens' cultural quality and the city's cultural level. We will improve the diverse community governance system and the mechanism for citizen participation in community administration, and keep the channel open for the self-governance of residents. We will organize the eighth villager committee elections in accordance with the law, conscientiously create model villages that are transparent in their affairs and are managed democratically, and improve primary-level democracy in rural areas. We will fully implement the fifth five-year plan for educating the masses about law and increase their awareness of the legal system and citizenship. We will complete community correction work. We will strengthen legal assistance and establish 100 pro bono legal service centers in townships and towns so that the pro bono legal services system covers all rural areas.

We will increase the level of social development and management. We will improve the work system of "hub-type" civil organizations and actively cultivate civil organizations. We will improve the community development system, rely on community service centers, integrate management personnel from various departments, improve the overall coordination mechanism, and increase the ability to manage comprehensive services in communities. We will energetically promote community standardization, ensure adequate office and service space for community workers, and gradually raise the pay of community workers. We will speed up the establishment of community service centers in subdistricts, townships and towns, and rural community service centers, and expand the pilot project to ensure people have access to daily necessities within 15 minutes' walk from their homes. We will strengthen the ranks of social workers, develop and support professional social work agencies, initiate a pilot project to create government-funded social work posts, and continue to build social work stations in business premises. We will build a professional contingent of volunteers and actively normalize voluntary services.

We will comprehensively implement the Party's religious and ethnic policies, accelerate economic development in ethnic minority villages, and further implement the policy on the property of religious groups. We will give full play to the mechanisms for cooperation and exchanges to promote Beijing's cooperation in many fields with Hong Kong, Macao and Taiwan. We will encourage overseas Chinese and people of Chinese origin to participate in the capital's development. We will conscientiously implement policies on population and family planning work and do a good job of providing family planning services and administration for the floating population. We will effectively safeguard the legitimate rights and interests of women and minors. We will intensify research on policies and measures for dealing with population aging and promote the healthy development of programs for senior citizens. We will improve the system of services for people with disabilities, enrich the ideological and cultural lives of disabled people, and develop programs to benefit them. We will strengthen natural defense education and our reserve forces, launch extensive activities to encourage the government and the people to support the army and give preferential treatment to families of service personnel and martyrs and to encourage the army to support the government and cherish the people, do a good job of resettling demobilized military cadres and providing employment services to ex-soldiers, and support development of the military stationed in Beijing.

We will be more conscientious and active in meeting the requirement of according top priority to social stability and taking it as our primary responsibility, and effectively safeguard social stability in the capital. In accordance with the requirement of controlling complaints from the public at the source, clearing long-pending cases, setting up work mechanisms and improving primary-level work, we will complete complaints risk assessments for major policy decisions before these complaints are reported in the form of letters or visits, develop a coordination mechanism for settling conflicts, and actively prevent and properly handle all types of mass incidents. We will improve the accountability system for production safety, create new oversight methods, and intensify the oversight of key industries and areas such as transportation, construction, confined space operations, underground space for business purposes, dangerous chemicals and crowded places in order to effectively guard against and resolutely prevent serious and major accidents. We will improve the public security system for crime prevention and control in the capital, intensify efforts to improve safety through technology, vigorously address serious public security issues and severely crack down on serious crimes in accordance with the law in order to enhance the people's sense of security, and effectively preserve the harmony and stability of the capital.

Fellow Deputies,

In the new year, we will diligently apply the guiding principles of the Third Meeting of the CPC Municipal Committee on the Work of the Municipal People's Congress, resolutely implement the resolutions and decisions of the Municipal People's Congress and its standing committee, and conscientiously accept the oversight of law enforcement and work performance by the People's Congress. We need to carefully listen to the comments and suggestions of the democratic parties, people's organizations and persons without party affiliation, and willingly accept democratic oversight by the Municipal Committee of the CPPCC. We need to adhere to the system for maintaining contact with deputies to the people's congresses and CPPCC committee members, improve the work system of maintaining close contact with the masses, further improve scientific and democratic decision making as well as law-based administrative capabilities, and accelerate development of a government devoted to service.

First, we need to effectively carry out activities for the year of improving our work style. We need to promote the spirit of the Beijing Olympics and the precious intellectual legacies of the celebrations for the 60th anniversary of New China, consolidate achievements from the in-depth study and implementation of the Scientific Outlook on Development, set higher standards, and work creatively. We need to continue to solicit the people's input on government affairs, inquire about their needs, seek their solutions, and conscientiously implement the system of points of contact leading cadres have with the primary level, strengthen and improve the work of handling letters and receiving visits, and constantly broaden channels for reporting on social conditions and public sentiment.

Second, we need to focus on changing the way the government functions. We need to implement the plan for reforming municipal government agencies, further improve the structure and straighten out inter-departmental relationships, and strive to solve the problems of badly defined responsibilities and inadequate coordination between some departments on specific issues. We need to make government affairs more transparent and improve openness and transparency in the exercise of administrative power. We need to carefully review the implementation of the Program for Advancing All Aspects of Government Administration in Accordance with the Law, create a work plan for promoting government administration in accordance with the law, and accelerate the development of a law-based government.

Third, we need to make intensive efforts to promote innovation in government service and management. We need to draw on and spread the rich experience we gained in preparing for the 2008 Olympics, providing services for celebrating the 60th anniversary of New China and responding to the global financial crisis, and improve work mechanisms for coordination between departments and between departments and district (county) governments. We need to implement the first-asking responsibility system, the system of completing work within a specified time and the accountability system; fully implement the performance management system regarding work performance, management efficiency, service effectiveness, and innovation and excellence; strengthen the supervision of civil servants; and work hard to improve the efficiency and quality of administrative services.

Fourth, we need to intensify our efforts to promote clean government and combat corruption. We need to conscientiously implement the guiding principles of the Fifth Plenary Session of the Central Commission for Discipline Inspection, promote the experience we gained from hosting an honest Olympics, continue to undertake all our work honestly, take full advantage of the oversight of supervision and auditing departments, tighten the oversight and supervision of budgetary funds, strictly control public spending and general expenditures, and strive to build a government that values conservation. We need to faithfully implement the responsibility system for improving Party conduct and ensuring clean government, effectively promote the risk prevention and control work of clean and honest government, resolutely investigate and prosecute corruption cases, and build a pragmatic, clean and efficient government for the people.

The capital city of Beijing has set out on a new historic course. Our tasks are more difficult but our future is brighter. Let us rally closely around the Central Committee with Comrade Hu Jintao as General Secretary, hold high the great banner of socialism with Chinese characteristics, follow the guidance of Deng Xiaoping Theory and the important thought of Three Represents, and thoroughly apply the Scientific Outlook on Development. Let us accelerate the development of a "people's Beijing, scientific Beijing and green Beijing," do our utmost to promote sound and rapid economic and social development in the capital, and work hard to make Beijing a prosperous, culturally advanced, harmonious and livable community.
