3. Drive development through innovation and lead and influence national innovation

With a global vision, we will plan and advance our work to build Beijing into a national innovation center, spearhead and lead innovation, and support the capital’s high-quality development and the national effort to become a country of innovation.

We will advance institutional reform in science and technology.

We will use the Zhongguancun National Demonstration Zone as an experimental field for reform, and improve the income distribution system that values knowledge. We will give scientific institutions and scientists more decision-making power, and further reform the professional titles system. We will cultivate specialized institutions and talents that have a passion for science and technology, know how to innovate, and provide good services. We will innovate Internet service platforms, foster the third-party service market, and provide quality, lifecycle services for innovative enterprises. We will make use of the Fund of Funds (FOFs), implement innovative measures such as using intellectual property as a pledge to obtain credit and the investment-loan linkage initiative, and foster “patient capital” for early and long-term investment in small-and-micro tech firms.

We will improve policy and the financial support mechanism for technology commercialization. We will increase government procurement of “first pieces” , and create more opportunities for new products and technologies. We will strengthen IPR protection and exploitation, improve public services for IPRs, and bring in international service providers and legal professionals. We will hold a Zhongguancun Forum; expand channels for international innovation cooperation; bring in the world’s top-notch service providers and incubators; support multinational corporations in setting up R&D centers in Beijing and integrate into the global innovation network. We will implement the “Beijing Action Plan for Belt and Road Technology and Innovation Cooperation”, and encourage businesses to participate in international standard setting, and keep improving Beijing’s strength and influence in the global technological competition.

We will strengthen strategic planning for technological innovation.

We will establish a mechanism providing stable and long-term support for basic research and make good use of the Beijing Municipal Natural Science Foundation. We will support institutions of higher learning in Beijing in building themselves into world-class universities and developing first-class disciplines. We will enhance universities’ innovation capability, and improve inter-disciplinary innovation and integration in frontier technologies. We will try to undertake major national scientific and technological projects, build national laboratories for quantum information and cyberspace security, and provide supporting services. We will seek opportunities from the National Technology Innovation 2030 Megaprojects, the National Key Research Projects, and the National Major Innovation Bases Plan, and compete to land in Beijing key programs and projects on smart manufacturing, robots, and deep space exploration. We will build a number of new-type research institutes in important fields including basic materials, optoelectronics and high-end chips. Focusing on 5G technology, artificial intelligence, healthcare and medicine, etc., we will strive for breakthroughs in innovation, and serve the nation’s innovation strategy.

We will build Beijing into a harbor for international talents.

We will implement the personnel support plan for the capital’s quality development, and expand channels for bringing in talents from around the world. We will pool and cultivate a number of scientists and tech leaders in strategically important fields. We will intensify our work in building innovation centers for high-end, precision and sophisticated technologies at universities. We will build the experimental district in Zhongguancun for reforming the national personnel management system, implement the Young Talents Plan, and support the development of young innovators and entrepreneurs under 30. We will train young entrepreneurs, hold annual meetings of entrepreneurs, and establish platforms for integrating factors of innovation and providing services, and facilitate cooperation between entrepreneurs and investors and scientists. We will advance the building of international talents communities and make Beijing a harbor for international talents.

We will deliver on the “three parks and one area”.

We will continue to implement the plan of integrated development of industries and science parks. We will improve the management system and the market-based service mechanism, and ensure that the functions of the science parks are planned and built in tandem with the development of relevant sciences, projects and industries.

Zhongguancun Science City should develop basic, frontier, key, and core technologies in a systematic way, nurture a culture of innovation and an innovation ecosystem, and try to foster world-class research institutes, influential innovative enterprises, and hidden champions known for their specialized, sophisticated, unique and new technologies.

Huairou Science Park should deepen its urban design, implement its detailed control plan by high standards, establish and improve an efficient, open and sustainable management system and an operation mechanism for “big science” facilities. It should start building “big science” facilities such as a high-energy synchrotron light source, as well as a second batch of inter-disciplinary research platforms, and attract research institutes and platform operators to move in and start real operation in the park.

Beijing Future Science Park should galvanize elements of innovation in the park, adopt individualized policies for exploiting available resources of the central SOEs located in the Park, encourage and guide reforms to introduce mixed ownership in research institutes of central SOEs, and promote integrated education and research in Shahe University Town. In particular, the park should accelerate the third-phase construction of Zhongguancun Life Science Park, reform the management system and focus on new medicine development.

The Beijing Economic-Technological Development Area should make breakthroughs in management and operation systems. It should focus on major industrial clusters including the next-generation information technology, smart and new-energy vehicles, healthcare and medicine, and robots and smart manufacturing. It should move faster to build 20 innovation centers such as the Beijing Innovation Center for Mobility Intelligence (BICMI) and ten industrial pilot plant bases, including those for the preparation of genetic drugs.

We will continue to grow high-end, precision and sophisticated industries.

We will ensure that policies governing the development of ten high-end, precision and sophisticated industries are followed through. We will adopt lifecycle management for industrial land use, implement differentiated industrial land supply policies, and reactivate idle or inefficiently used land and buildings. We will strengthen the integration of advanced manufacturing and the modern service industry, and coordinate the use of development funds for various industries and promote quality growth of the manufacturing industry. We will implement the Beijing Artificial Intelligence Initiative, and use artificial intelligence for upgrading various sectors and industries. We will advance the Action Plan for Joint Innovation in Medicine and Health. We will make progress in R&D outsourcing services, developing pilot platforms and research-oriented wards, and introducing a “green channel” for approving innovative drugs.

We will construct new types of infrastructure for 5G technology and industrial Internet, and continue to expand scenarios of application for innovative technologies. We will implement key projects including Mercedes-Benz’s new energy vehicle, ultra-high-definition display equipment, integrated circuit production lines, third generation semiconductors, and the building of a “drones town”. We will build a platform for the commercialization of technologies featuring civil-military dual use, and an innovation demonstration park for the application of such technologies. We will formulate plans to coordinate the development of Zhongguancun Science Park and its 16 sub-parks, set up mechanisms for coordinated progress of major high-end, precision and sophisticated technology projects, and for cross-park benefit sharing, and guide parks to maintain focuses and achieve differentiated development.

4. Improve capacity for meticulous city management by focusing on problems

We must practice Xi Jinping’s thought on ecological civilization, address “big city syndromes” in a more systematic and scientific way, build a “beautiful Beijing” with blue sky, clear water, clean soil and green spaces. We will continue to improve city management.

We will sustain efforts to control air pollution.

We will prevent and control air pollution on a daily basis, prioritize mobile and dispersed sources, and preserve the blue sky for all days. We will prioritize the management and control of diesel trucks, draw up regulations on motor vehicles and non-road mobile machinery emissions, enforce the law strictly, and introduce closed-loop management. We will encourage phasing out of high-emission obsolete or worn-out diesel trucks, support the development of new-energy trucks, and implement filing and labeling of non-road mobile machinery. We will improve the mechanism for dust pollution control, apply live video surveillance at all construction sites above designated size, strictly check and punish violations. We will control dusting from bare land, and achieve full coverage of cleaning and sanitation services on all types of roads and at all levels. We will intensify control of pollution caused by VOCs, and conduct special law enforcement inspections against key industries such as petrochemicals, printing and automobile maintenance.

We will strictly curb the relapse of bulk coal consumption, and consolidate the achievements of the “coal-free” campaign. Comprehensive environmental law enforcement teams will be assembled at municipal and district levels to strengthen law enforcement. Contingency plans will be implemented in case of heavy air pollution, and air pollution prevention and control will be enhanced through joint efforts across provinces. We will promote green production and green lifestyle, and encourage people to supervise us and report misconducts.

We will strengthen comprehensive transport management.

We will draw up and implement an annual action plan for the comprehensive management of transport and improve green commuting experience. To provide better services, we will coordinate the development of ground transport and rail transport, optimize the city’s network of main bus routes, implement the phasing-in plan, and have two “demonstration corridors” of public transport. We will put into service three rail transit lines, namely the east extension of Subway Line 7, south extension of Batong Line, and Phase-I New Airport Line, making the total mileage in operation 699.3 kilometers. We will complete the construction of Chang’an Avenue west extension and other trunk roads, plus 25 collector roads, link up unconnected roads, and work towards the handover of roads built on expropriated land by construction units to relevant government authorities.

We will optimize the network for slow transport, and improve 850 kilometers of bicycle tracks.

To step up management, we will apply electronic fee collection for roadside parking on all collector and above roads, and strengthen patrol against illegal parking. We will forge ahead with smart transport management, update and improve technological equipment, and apply advanced technologies such as big data and cloud computing to improve the technological level of transport management. We will continue to improve transfer services at Beijing Railway Station, Beijing West Railway Station, and Beijing South Railway Station, improve the transport scheme for Fengtai Railway Station and other newly built railway stations.

We will require schools and hospitals to take primary responsibility for improving nearby traffic flow. We will regulate non-motor vehicles, punish violations of transport regulations, such as running the red light and wrong-way riding. On the demand side, we will regulate the development of online car-hailing, encourage ridesharing, and take comprehensive measures to regulate light and mini vans.

We will continue to improve the eco-environment.

We will improve forest quality, launch a new round of one million mu (66,667 hectares) afforestation project, add another 250,000 mu (16,667 hectares) of green areas in the city and advance projects such as the building of Wenyuhe Park and the rehabilitation of Guanting Reservoir Bahaoqiao Wetland. We will prioritize water conservation, use economically the water from the South-North Water Diversion Project, and have five water-saving demonstration districts. We will use the “Operation Clean River” and the clamp-down on “four illegal conducts” as an opportunity to implement the “River Chief” system and strengthen comprehensive remediation and ecological rehabilitation of major rivers.

We will take tough measures against illegal sewage discharge and garbage dumping to storm sewer pipes. We will complete the second three-year action plan on sewage treatment and water recycling, and raise the city’s sewage treatment rate to over 94%. We will reduce waste at the source, implement waste sorting, and build facilities such as the Fangshan Circular Economy Industrial Park. We will raise the coverage of household waste classification demonstration zones to 60% of the city and recycle 59% of household waste. We will formulate a list of agricultural land graded by soil quality and implement soil risk control for construction land use.

We will improve the law-based, refined and participatory governance.

We will deepen reforms to introduce the “community whistle” system. We will improve community-level governance, implement responsibilities for grid-based city management, better utilize the citizens’ hotline, and provide better services to the people. We will speed up the building of the big-data management platform, and demonstrate the use of big data in transport, administrative services, and city management. We will establish a city management expert think tank, implement the “planner in charge” and “designer in charge” system in neighborhood renewal and the building of “beautiful villages”. We will promptly respond to people’s demands, problems exposed by the media, and complaints through hotlines, and set up and improve a mechanism for inspection, action and feedback. We will make sure all complaints will receive responses.

We will encourage participation from all stakeholders, designate “street chiefs”, “lane chiefs” and “neighborhood stewards”, implement the “neighborhood three guarantee” system , continue to sponsor the show “A Step Forward”, and advance consultation, discussion and public participation in city management. We will strengthen comprehensive law enforcement platforms at the community level, and delegate law enforcement power to lower levels. We will support the filing of civil lawsuits against illegal actions that harm public interest.

5. Build confidence in our culture and build Beijing into the national cultural center

Focusing on “one core, one city, three belts and two areas” , we must improve the quality of cultural life in the city, and showcase Beijing’s open, inclusive and confident image as the capital of a great country.

We will strengthen cultivation of core socialist values.

We will organize thematic educational activities, exhibition series and cultural activities on occasions of major commemorations. We will promote the “red culture” and preserve and make use of the revolutionary sites on the Fragrant Hills. We will encourage volunteers of the capital to take the lead and make “learn from Lei Feng ” volunteer services a regular practice. We will organize activities to learn from “Beijing Role Models”, and keep alive core socialist values in everyday life. We will press ahead with the “five civility” program, support Shijingshan, Shunyi, Huairou and Yanqing Districts in their bids for national civility districts, and improve social etiquette and civility and moral integrity.

We will continue to preserve the historical and cultural city.

We will draft a plan for protecting the Central Axis, advance over 30 major projects such as relocating residents who live in heritage sites, rehabilitating the Zhonggulou (Bell and Drum Towers) neighborhood through function transfers, and improving pedestrian walkways from the Zhengyang Gate to Yongding Gate. We will formulate a plan to preserve the entire old city, vacate historic sites, demarcate historical and cultural neighborhoods, and preserve traditional courtyards and alleyways. We will improve the mechanism for protecting cultural properties, clarify the responsibility of occupants of cultural heritage sites, and make sure that cultural properties are really, properly and safely used. We will take coordinated steps to preserve the three cultural belts, advance major preservation projects such as the Grand Canal Source Heritage Park, the Liulihe West Zhou Dynasty Archaeological Heritage Park, and the Great Wall, and improve the overall environment around the “Three Hills and Five Gardens” .

We will provide quality cultural services.

We will develop public cultural programs, support the building of cultural facilities such as museums, libraries, cultural centers and off-line bookstores, encourage non-government players to participate in the investment and operation of public cultural services, and cultivate a love for reading in Beijing. We will explore ways to use land vacated from industrial transformation and function transfers, and expand the space for culture and art. We will organize traditional festival activities, train holders of intangible cultural heritage, and popularize the fine part of our traditional culture. We will support the creation of more works that reflect major events, reality and local life, and launch a number of outstanding cultural and artistic works that embody the spirit of the new era, a major country and the capital city.

We will develop cultural brands of the city.

We will plan for the Cultural and Creative Industry Pioneering Area, build a Beijing Culture Property Rights Exchange, and help “culture+” market players to thrive. We will support time-honored brands to survive, innovate and expand. We will formulate guidelines for the construction of cultural towns and creative neighborhoods, and construct major projects such as Taihu Artistic Performance Town and Songzhuang Creative Arts Town. We will strengthen comprehensive cultural law enforcement, clean up cyberspace and the cultural market. We will host the Beijing International Film Festival, Beijing Music Festival, Beijing Design Week, and Beijing International Cultural & Creative Industry Expo to increase the city’s cultural openness and international influence.

6.Harmonize urban/rural development and rejuvenate the countryside

The path of countryside rejuvenation in the capital should match the reality that Beijing is a big city with a small agricultural sector and has a small urban area and large suburban areas, and it must follow the inherent law of rural development.

We will implement the rural rejuvenation strategy.

Rural development should be based on local circumstances and preserve the rural flavor and culture of the capital. Communities should be diversified and distinctive. We will provide guidance on the style, architecture and color of the rural communities, and complete plans for about 1000 villages during the year. We will “create 100 model villages and upgrade 1000”, and improving the sewage and waste treatment, launch the “toilet revolution”, improve village environment and “build, manage, maintain and operate good rural roads”, so as to make the countryside more livable.

We will continue with the three pilot programs on rural land reform and by and large complete the appraisal of rural collective assets. We will construct a National Agricultural Technology Park and a Demonstration Area for Top-Quality, Green and Safe Agricultural Produce, to promote high-quality development of urban agriculture, integrated development of primary, secondary and tertiary industries, and the increase of farmers’ income. We will improve policies and measures to encourage talents to innovate and build their career in rural areas, and encourage talents of all sorts to bring capital and skills to rural areas and start their own business. We will enhance the training of basic-level officials and personnel, equip farmers with technology, management skills, and practical techniques, so as to provide talent support for rural rejuvenation.

We will resolutely prevent the reoccurrence of “green shelters”, and continue to rectify the illegal occupation of land and illegal construction in shallow mountain areas. We will prevent and control African swine fever and stop its spread. We will initiate a new project of relocating farmers from mountains, covering 5,300 people from 2,400 households. We will provide precision assistance to low income rural households, improve their education, healthcare and housing (“three guarantees”), and by and large complete renovation of dilapidated buildings for four major groups in rural areas.

We will push for development of key areas.

We will implement a new round of action plan to accelerate the development of the southern part of the city, construct municipal facilities such as the Daxing branch of the South-North Water Diversion Project, implement eco-projects such as building the Nanyuan Forest Wetland Park, and increase the comprehensive bearing capacity of Daxing, Yizhuang, Fangshan and other southern new towns. We will improve city design that focuses on the west extension of Chang’an Avenue and the banks of the Yongding River, optimize the plan for the southern part of Shougang area and renovate Winter Olympics Square area, and strive to make them signature projects of city renewal.

We will advance urbanization in the “First Greenbelt” area and explore new ways of reduction-based development in the “Second Greenbelt” area. We will implement guidelines on the protection and green development of the ecological conservation areas, improve the mechanism for paired collaboration between plain areas and the eco-conservation areas, and encourage districts like Yanqing, Huairou and Miyun to build “National Forest Cities”. By establishing green development funds and issuing green bonds, we will attract more private investment and make the ecological conservation areas models for green development.

We will deliver on collaborative poverty alleviation and development assistance.

We commit ourselves to precision poverty alleviation and elimination, implementing the three-year action guidelines and action plan, and refining our assistance in terms of funding, projects, personnel support, industrial development, employment, healthcare, and education. We will extend paired assistance down to administrative villages, schools, hospitals and other basic level units. We will enhance training of officials and personnel in the assisted areas, foster farmers’ cooperative organizations, and train bellwethers who can lead rural people to prosperity. We will establish a mechanism to prevent relapse to poverty, and help lift another batch of assisted poor counties out of poverty. We will deepen the one-on-one collaboration between regions in the South-North Water Diversion Project and continue to strengthen one-on-one and regional cooperation in general.

7.Precision and targeted protection of people’s life

Based on the requirements of “seven accesses” and “five expectations” , we will improve systems, uphold the minimum standard, and implement practical projects, so that people can have a stronger and more direct and tangible sense of benefit, happiness and security.

We will prioritize the development of education.

We will implement the “Capital Education Modernization 2035” initiative and its five-year implementation plan to complete the mission of character education. We will continue to implement the third phase pre-school education action plan, provide guidance on salaries of teachers in affordable private kindergartens, strengthen supervision and add another 30,000 places.

We will steadily advance reform in the school examination and enrollment system, and strengthen educational inspection. We will coordinate the distribution of high-quality primary educational resources at the city level, and strengthen support for primary and secondary schools in new towns, key areas and rural areas. We will expand the sources of primary and secondary school teachers and promote the performance-based salary system. We will rectify non-school training institutions through special operations. We will encourage municipal universities to prioritize quality and pursue differentiated and distinctive development, and improve the planning and spatial arrangement of Shahe and Liangxiang University Towns. We will promote healthy development of modern vocational education and private education with distinctive features, advance minority education, special education, online education and continuing education, and build a learning city.

We will deliver on employment and social security.

Stability in employment will feature more prominently in our work and we will closely monitor employment, and increase the number of public-interest posts reserved for employment crisis. We will support enterprises’ efforts to stabilize posts, and provide targeted employment assistance to the priority groups. We will enhance monitoring and early warning, and properly regulate market prices. We will implement the central adjustment system for enterprise employees’ basic old-age pension funds, and encourage the development of enterprise annuity and commercial old-age insurance based on personal savings. We will press ahead with the pilot program for comprehensive reform of the social relief system, and integrate the assistance for low-income farmers with the social relief policy. We will forge deeper integration between medical care and elderly care, establish a “bed-side elderly care system” , and implement differentiated operation subsidy policies for elderly care institutions and build another 150 elderly service stations. We will protect the legitimate rights and interests of women, children and young adults and help people with disabilities integrate into society.

We will address people’s housing needs.

We will improve both the market and the protective housing systems and maintain the stable and healthy development of the market. We will supply 1,200 hectares of land for residential constructions, and speed up the use of land already supplied. We will formulate policies and measures on the rental market, and maintain market stability. We will coordinate the improvement of old communities, build or make available through multiple channels 50,000 units of rental housing and 60,000 units of policy-backed affordable housing, and renovate 11,500 households in the run-down areas.

We will continue the “Healthy Beijing” initiative.

We will advance the comprehensive reform of medical consumables, pilot dynamic pricing adjustments to medical services and the salary and incentive mechanisms of public hospitals. We will strengthen the management of hospital appointments, popularize the service model of expert medical teams, crack down on scalpers and online hospital decoys, investigate and penalize insurance fraud, and improve order and environment in hospitals.

We will promote tiered diagnosis and treatment, set up 100 national level healthcare consortium service centers for key clinical specialties, and provide better pre-hospital first aid. We will improve the training of, and incentives to use general practitioners, popularize “Smart Family Doctors” services, and improve the capacity and quality of community medical services. We will build demonstration zones for the comprehensive prevention and control of chronic diseases, make TCM services more accessible and improve comprehensive services of prevention, treatment and rehabilitation. We will intensify life-cycle supervision of food and medicine and make sure all 16 districts meet the standard of national model city for food safety. We will pave 100 kilometers of fitness trails, and construct and maintain sport facilities near homes. We will host the 2019 FIBA Basketball World Cup.

We will maintain social harmony and stability.

We will deepen reforms in the sub-district management, take new measures to reduce the burden and improve efficiency of community committees. We will improve governance and build harmonious communities. We will improve the emergency management system of the capital, strengthen the emergency command system and rescue teams, and improve our capacity to prevent, reduce and mitigate disasters. We will address safety hazards of the city, create a registry, accomplish annual elimination targets, and prevent serious and major accidents. We will step up efforts for safe campuses.

We will practice and refine “Fengqiao experience”, use the joint conference mechanism to handle complaints, make more efforts to screen, mediate and settle disputes, and reduce the cases of unresolved old complaints. We will fully implement the Party’s policies on ethnic and religious affairs, conduct activities to promote ethnic unity and progress, and build a positive and healthy relationship with religions. We will implement the “six measures” for prevention and counter-terrorism, crackdown on gangsterism and crimes, and combat and punish all kinds of illegal and criminal activities in accordance with law.

We will do what we can to support the reform and development of national defense and armed forces, deepen national defense mobilization and the building of reserves, improve management of and services to veterans, uphold the lawful rights of servicemen and their families, and constantly strengthen the solidarity between the government and the military and between the people and the military.
