1. Making high-quality, high-level efforts to ensure successful Olympic preparations and service guarantees.
Successfully hosting the Olympic and Paralympic Games is of great importance for the country, the people and our national honor, and the whole world is watching us. We must resolutely follow the guidelines laid out at the Seventeenth National Party Congress and by the central authorities to ensure success of the 2008 Olympic and Paralympic Games and thoroughly achieve the ideal of a green, high-tech, and people-friendly Olympics. We need to vigorously carry forward the spirit of patriotically bringing honor to our country, selflessly contributing to the greater good, constantly improving ourselves professionally, boldly and innovatively scaling new heights, and coming together to work cooperatively that has been forged in the course of preparing for the Olympics. We need to fully complete all the preparatory tasks and do our utmost to ensure the quality of services.

Making sure all our preparations for the Olympics are of the highest quality. We must thoroughly integrate "safety, quality, function, construction time and cost" for building Olympic venues, ensure that the National Stadium is completed on time, successfully hold test competitions, and finish construction work on and turn over for use related projects such as the National Conference Center, Olympic Village, Media Village, Multipurpose TV Tower and Olympic Forest Park. We need to repeatedly test all venues and infrastructure projects, identify and eliminate potential breakdowns or dangers, and correct each problem. We need to urge facility owners and contractors, equipment suppliers and service providers to sign certificates of responsibility, and put together a team to ensure everything gets done in time for the Olympics. We need to complete expansion of the Capital International Airport, renovation and expansion of the Beijing South Railway Station, and construction of the first phase of the No. 10 subway line (including the Olympic branch line) and the subway line to the airport, and upgrade roads around Olympic venues. We need to finish work on six expressways including the Second Airport Expressway as well as Anli Road, a high-capacity public highway. We need to complete the Taiyanggong and Zhengchangzhuang gas-fired cogeneration plants and complete work on the central-heating pipelines and the power transmission and transformer equipment for the Olympic venues and surrounding areas to ensure safe and reliable heating and power supply for the Olympics. We need to speed up construction of barrier-free installations to meet the requirements for holding the Paralympics.

Effectively improving the urban environment. We must carry out the 14th stage of the air pollution control measures, enforce the strictest pollution discharge standards, increase efforts to control nighttime motor vehicle emissions, more strictly control dust from construction sites, eliminate the burning of raw coal on the boundary between urban and rural areas, and complete the upgrading project to recover service station vapor and the conversion of 50,000 courtyard homes in the city proper from the use of coal to electricity for heating. We must diligently implement the Measures for Ensuring Good Air Quality in Beijing for the XXIX Olympic Games, cooperate closely with neighboring provinces and municipalities on environmental matters, adopt stricter control measures over and strengthen monitoring and forecasting of environmental quality, and fulfill our promises to the international community. We need to successfully upgrade the water supply system, protect and manage the main channels for the urban water system and upgrade the urban water environment to ensure the safety of the water supply. We must implement the plan for the urban environment and scenery for the Olympics, successfully carry out the 2008 Project to Improve the Environment and continue to do a good job in the areas of public security, transportation, markets, the environment and tourism. We must complete comprehensive environmental cleanup work in key areas. We need to create a system for monitoring and evaluating the urban environmental order and improve the long-term effective management mechanism to create a clean, neat, stable and orderly urban environment.

Ensuring municipal operations meet high standards. We need to methodically make the transition from preparing for the Olympics to holding competitions, set up a municipal operations command center within the Beijing 2008 Environmental Development Command Office, create a municipal operations command platform and highly effective working mechanisms, and see that all departments, districts and counties are linked up with the Olympic Organizing Committee. We need to actively coordinate with the Olympic Organizing Committee on all Olympic competitions and large-scale activities such as the passing of the Olympic torch and the opening and closing ceremonies for the Olympic and Paralympic Games, energetically carry out external publicity during the Olympic and Paralympic Games, and guarantee services in the areas of transportation, communications, housing, food, water, electricity, gas and heating supplies, environmental sanitation, medical and public health, and volunteers. We must strengthen management of areas surrounding Olympic venues and improve the mechanism for coordinating security around the perimeters of venues and for the operation of venues to ensure seamless cooperation between venues and the city. We must improve all contingency plans, step up practice drills, control risks and carry out dynamic management to effectively prevent and handle emergencies. We must thoroughly upgrade the city's wastewater system through inspection and dredging to strengthen the city's overall ability to rapidly cope with extreme weather conditions. We need to further improve the plan for ensuring smooth traffic flow during the Olympics, scientifically organize and appropriately carry out traffic management measures, and increase the supply of public transportation services to ensure that Olympics-related traffic and normal traffic do not adversely affect each other.

Ensuring the capital's security and stability. We need to completely implement the general plan and all specific measures for public security during the Olympic Games, set up an effective command and decision-making mechanism, strengthen public-security cooperation and the public-security forces, become better able to handle security problems and provide better services. We must launch a thoroughgoing effort to investigate and correct potential safety problems, strengthen monitoring of law enforcement for safety in all crowded places, strengthen efforts to improve the oversight system for food and drugs, improve the system for tracing food and drugs, and consolidate the achievements made in product quality and food safety campaigns. We need to establish a working mechanism to ensure security based on management by local authorities and get responsible parties at all levels to sign certificates of responsibility. We need to increase efforts to improve all facets of public security, create a working mechanism to get the masses to help in preventing and controlling disturbances, effectively prevent and strictly punish in accordance with the law all illegal and criminal activities, and cleanse the public security environment in order to meet the goal of a safe Olympics.

Creating a warm and friendly atmosphere for the Olympics. We need to launch an extensive campaign to "welcome the Olympics, act in a civilized manner and create a better atmosphere," effectively promote the action plan to ensure a people-friendly Olympics, implement the model project for civilized manners, do an outstanding job in standardizing civilized behavior in the areas of public sanitation, public order and social interaction, and concentrate on improving the level of business functions and services in industries and organizations that frequently come into contact with the public. We must improve behavior at competition venues. We must respect and show concern for the physically and mentally challenged to create an excellent atmosphere throughout society. We need to step up efforts to develop capital model public behavior areas and launch extensive mass activities to raise the intellectual, ideological and cultural standards of the people. We need to extensively mobilize all the people of the city to be good hosts, promote the Olympic spirit, show the world China's outstanding traditional culture and how civilized the people of the city are, show off the capital's image of civility and jointly do the preparations for and enjoy the fruits of hosting the Olympics.
