I. Application Conditions

(i) Age

1. If an applicant applies for a driving license of the permitted type of a small vehicle, a small special vehicle with automatic transmission for disabled persons or a light motorcycle, the applicant's age shall be more than 18 but less than 70;

2. If an applicant applies for a driving license of the permitted type of a low-speed freight vehicle, three-wheeled vehicle, common three-wheel motorcycle, common two-wheel motorcycle or wheeled self-move mechanical vehicle, the applicant's age shall be more than 18 but less than 60;

3. If an applicant applies for a driving license of the permitted type of a city bus, medium-sized bus, large freight vehicle, trolley bus or tramcar, an applicant's age shall be more than 20 but less than 50;

4. If an applicant applies for a driving license of the permitted type of a medium-sized bus, the applicant's age shall be more than 21 but less than 50;

5. If an applicant applies for a driving license of the permitted type of a tractor, the applicant's age shall be more than 24 but less than 50;

6. If an applicant applies for a driving license of the permitted type of a large bus, the applicant's age shall be more than 26 but less than 50.

(ii) Physical conditions:

1. Height: Whoever applies for a driving license of the permitted type of a large bus, tractor, large freight vehicle, or trolley bus shall be 155 centimeters or above in height. Whoever applies for a driving license of the permitted type of a medium-sized bus shall be 150 centimeters or above in height;

2. Eyesight: Where anyone applies for a driving license of the permitted type of a large bus, tractor, city bus, medium-sized bus, large freight vehicle, trolley bus or tramcar, the naked vision or corrected vision of both eyes shall be 5.0 or above in the logarithmic visual acuity chart. If anyone applies for a driving license of the permitted type of any other vehicle, the naked vision or corrected vision of both eyes shall be 4.9 or above in the logarithmic visual acuity chart. If anyone has a visual impairment of a single eye, the naked vision or corrected vision of the good eye reaches 5.0 or above in the logarithmic visual acuity chart, and his or her horizontal field of view reaches 150 degree or above, he or she may apply for a driving license of the permitted type of a small vehicle, small vehicle with automatic transmission, low-speed freight vehicle, three-wheeled vehicle, or a small vehicle with automatic transmission for disabled persons;

3. Color vision: no daltonism;  

4. Audition: the applicant is able to identify the direction of sound source when both of his or her ears are 50 centimeters away from the tuning fork respectively. Whoever has hearing impairment but meets the aforesaid conditions by wearing a hearing aid device may apply for a driving license of the permitted type of a small vehicle or small vehicle with automatic transmission;

5. Upper limbs: the thumbs of his or her hands are healthy, either of his or her hand must have three other healthy fingers, and the motor functions of his or her limbs and fingers are normal. But whoever has an incomplete fingertip or has three healthy fingers of the left hand and complete palm of both hands may apply for a driving license of the permitted type of a small vehicle, small vehicle with automatic transmission, low-speed freight vehicle or three-wheeled vehicles;

6. Lower limbs: his or her both lower limbs are healthy, and their motor functions are normal, and the difference of his or her lower limbs shall be not more than five centimeters in length. If anyone lacks left lower limb or his or her left lower limb loses motor functions, he or she may apply for a driving license of the permitted type of a small vehicle with automatic transmission;

7. Trunk and neck: no movement dysfunction;

8. Where anyone lacks right lower limb or both lower limbs or the motor functions thereof are lost but the person is able to independently sit and stand and his or her upper limbs comply with the provision of sub-item (5) of this item, he or she may apply for a driving license of the permitted type of a small vehicle with automatic transmission for disabled persons. If anyone loses one hand, but the thumb of another hand is healthy, and two of other fingers are healthy, the motor functions of his or her upper limbs and fingers are normal, and his or her lower limbs comply with the provision of sub-item (6) of this item, he or she may apply for a driving license of the permitted type of a small vehicle with automatic transmission for disabled persons.  

(iii) Anyone falling under any of the following circumstances may not apply for a motor vehicle driving license:

1. He or she has organic heart disease, epilepsy, Meniere's syndrome, vertigo, hysteria, parkinsonism, mental disease, dementia, or nervous system disease that affects the movement of limbs, or any other disease that impedes safe driving;

2. He or she takes or is injected with drugs within three years, or it has not been three years since the measures of isolated compulsory drug rehabilitation are removed, or he or she takes dependent psychotropic drugs for a long time and becomes addicted, and has not given them up;

3. He or she escapes after causing a traffic accident and therefore a crime is constituted;

4. A major traffic accident occurs because he or she drives a motor vehicle after drinking alcohol or when intoxicated, and therefore a crime is constituted;

5. It has not been five years since he or she drove a motor vehicle when intoxicated or drove an operating motor vehicle after drinking alcohol and thus his or her motor vehicle driving license was suspended according to law;

6. It has not been ten years since he or she drove an operating motor vehicle when intoxicated and thus his or her motor vehicle driving license was suspended according to law;

7. It has not been 2 years since his or her motor vehicle driving license is suspended due to other circumstances;

8. It has not been 3 years since his or her driving license was revoked; or

9. Any other circumstance prescribed by laws and regulations.

Whoever does not obtain a motor vehicle driving license but drives a motor vehicle may not, when falling under any of the circumstances in Item (5) to Item (7) of Paragraph 1, apply for a motor vehicle driving license within the prescribed time limit.

 (iv) Applicant:

 A foreigner shall file an application at the place where he or she resides or dwells.

(v) Whoever falls under any of the following circumstances shall not apply for the permitted type of a city bus or large freight vehicle:

1. He or she is equally or more liable for a traffic accident causing death;

2. He or she drives a motor vehicle when intoxicated;

3. It has not been ten years since his or her motor vehicle driving license was withdrawn or revoked.

(vi) Conditions for direct application for a motor vehicle driving license

Where an applicant for a motor vehicle driving license meets the driving licensing conditions, if the held overseas motor vehicle driving license has expired, he or she may directly apply for taking the examination for the motor vehicle driving license for the permitted vehicle type.

If the applicant is found involved in a road traffic safety violation or an unhandled traffic accident, such road traffic safety violation or traffic accident shall be handled.

II. Permitted Type and Place of Application

(i) Permitted types

An applicant applying for a motor vehicle driving license for the first time may apply for a motor vehicle driving license of the permitted type of a city bus, large freight vehicle, small vehicle, small vehicle with automatic transmission, low-speed freight vehicle, three-wheeled vehicle, small special vehicle with automatic transmission for disabled persons, common three-wheel motorcycle, common two-wheel motorcycle, light motorcycle, wheeled self-move mechanical vehicle, trolley bus, or tramcar.

(ii) Place of application

1. A foreigner shall file an application with a vehicle management station;

2. A person with the Residence Permit for Hong Kong, Macao and Taiwan Residents shall file an application with the following locations:

(1) If the applicant applies for a driving license for city bus, he or she may apply at Jingnan Branch;

(2) If the applicant applies for a driving license for large freight vehicle, he or she may apply at Jingfeng, Jingnan and Jingbei Branches;

(3) If the applicant applies for a driving license for small special vehicle with automatic transmission for disabled persons, he or she may apply at Jingfeng and Jingnan Branches;

(4) If the applicant applies for a driving license for other permitted types, he or she may apply at a vehicle administration station.

III. Materials to be submitted

(i) His or her identity certificate;

(ii) Certificate of Physical Conditions of the Motor Vehicle Driver issued by the medical institution at the county level or above as determined by the Beijing Municipal Health and Health Commission;

(iii) Certificate of Physical Conditions of the Motor Vehicle Driver issued by the medical institution as determined by the Beijing Municipal Health and Health Commission if the applicant applies for a driving license for small special vehicle with automatic transmission;

(iv) The expired oversea motor vehicle driving license if the applicant with such expired driving license applies for a motor vehicle driving license;

(v) 5 motor vehicle driver photos. (requirements: straight-sided, front-facing, half-length, single-person bareheaded color photos of the applicant within 6 months prior to application. White background color, no uniform, clear image, rich gradation, natural expression, no obvious distortion, 32mm × 22mm equivalent to 1 inch, 14mm ~ 16mm wide head, 19mm ~ 22mm long head).

IV. Examination

(i) The examination content and eligibility criteria are unified nationwide, and the corresponding subjects of the examination shall be prescribed according to different permitted types of vehicles.

1. Examination Content:

(1) Examination on road traffic safety laws, regulations and relevant knowledge (hereinafter referred to as Subject 1):  road traffic, traffic signals, handling of traffic safety violations and traffic accidents, application for and use of the motor vehicle driving licenses, registration of motor vehicles and other provisions as well as other laws, regulations and rules on road traffic safety.

(2) Examination on ground driving skills (hereinafter referred to as Subject 2):

① The stake test, designated stop and start on a ramp, side parking, passing a unilateral bridge, curve driving, right-angle turn, passing a width-limit door, passing continuous obstacles, driving down a rough road, and making a U-turn on a narrow road, as well as the simulated driving on expressway, mountain road with continuous sharp bends, tunnels, rainy (foggy) days, slippery road and emergency situations, all of which shall be examined for a driver of a large bus, tractor, city bus, medium-sized bus or large freight vehicle;

② The reverse stall parking, designated stop and start on a ramp, side parking, curve driving, and right-angle turn, all of which shall be examined for a driver of a small vehicle, small vehicle with automatic transmission, small special vehicle with automatic transmission for disabled persons, or low-speed freight vehicle;

③ The stake test, designated stop and start on a ramp, and passing a unilateral bridge, all of which shall be examined for a driver of a three-wheeled vehicle, common three-wheel motorcycle, common two-wheel motorcycle or light motorcycle; and;

④ The content of the examination for wheeled self-move mechanical vehicles, trolley buses and tramcars shall be determined by the traffic administrative department of the public security organ at the municipal level.

For the permitted types of vehicles set forth in Item ① and ② of Paragraph 1, the traffic administrative department of the public security organ at the municipal level may add the content of the examination in accordance with the actual circumstance.

(3) Examinations on road driving skills and the general knowledge on safe and civilized driving (hereinafter referred to as Subject 3): the driving preparation, getting start, straight-ahead driving, upshift and downshift, changing lanes, pulling over to the side of the road, going straight through the intersection, turning left at the corner, turning right at the corner, passing a crosswalk line, passing a school zone, passing a bus stop, letting another opposite vehicle go first, overtaking another vehicle, taking a U-turn, driving at night, all of which shall be examined for a driver permitted to drive a large bus, tractor, city bus, medium-sized bus, large freight vehicle, small vehicle, small vehicle with automatic transmission, low-speed freight vehicle, or small special vehicle with automatic transmission for disabled persons; the content of the examination for other permitted types of vehicles shall be determined by the traffic administrative department of the public security organ at the municipal level.

The content of the examination for Subject 3-the general knowledge on safe and civilized driving includes: the operation requirements for safe and civilized driving, knowledge on safe driving in bad weather and under complicated road condition, emergency response methods for tire blowout and other emergencies, knowledge on handling after a traffic accident, and so forth.

① The mileage of an examination for a driver of a city bus or large freight vehicle shall not be less than 20 kilometers, in which the mileage of the examination in the daytime shall not be less than 10 kilometers, and the mileage of the examination at night shall not be less than 3 kilometers. The mileage of an examination for a driver of a small car, small vehicle with automatic transmission, low-speed freight vehicle or small vehicle with automatic transmission for disabled persons shall not be less than 3 kilometers; and whoever takes an examination in daytime shall take an examination under the simulated light at night.

② For a driver of a city bus or large freight vehicle, the traffic administrative department of the public security organ at the municipal level shall, in accordance with the actual circumstance, add the content of a driving examination on a complicated road such as mountainous area, tunnel and steep slope. For a driver with the permitted type of any other vehicle, the traffic administrative department of the public security organ at the municipal level shall, in accordance with the actual circumstance, add the content of a driving examination.

2. The eligibility criteria of the examination on each subject:

(1) The full score of the examination on Subject 1 is 100 points, and anyone who reaches 90 points shall be qualified;

(2) The full score of the examination on Subject 2 is 100 points, and anyone who reaches 90 points shall be qualified when taking an examination on the permitted type of a city bus or large freight vehicle, and anyone who reaches 80 points shall be qualified when taking an examination on the permitted type of other vehicles;

(3) The full score of the examinations for Subject 3 on road driving skills and on general knowledge of safe and civilized driving is 100 points, and anyone who reaches 90 points for each shall be qualified.

(ii) After an applicant that meet the application conditions for a motor vehicle driving license applies for a motor vehicle driving license for the first time, the vehicle management station shall accept such application and arrange the examination. After such applicant has passed the examination on Subject 1, the vehicle management station shall issue the driving study certificate within one day. The driving study certificate shall be valid for three years, and the applicant shall complete the examinations on Subject 2 and Subject 3 within the term of validity. If the applicant fails to complete the examinations within the term of validity, the score of the subject passing the examination shall be invalidated. During the term of validity, the examinations on Subject 2 and Subject 3 shall not be scheduled for more than 5 times. Should the 5th scheduled examination be not passed, the score of the subject passing the examination shall be invalidated.

The driving study certificate may be in paper or electronic form. They shall be equally effective. Applicants may print or download the driving study certificate through the Internet comprehensive service management platform.

(iii) The vehicle management station shall arrange examinations as scheduled. After the applicant has passed the examination on Subject 1, he or she may apply for examinations on Subject 2 and Subject 3 for road driving skills. After the applicant has passed such two examinations, he or she may take Subject 3 for general knowledge on safe and civilized driving on the same day. The examination on each subject may be taken once and re-taken once. If the applicant fails to re-take the examination or pass the examination re-taken, then the examination shall be ended. The applicant may reschedule the examination, but examinations on Subject 2 and Subject 3 shall be taken ten days later. If the examination on Subject 3 for the general knowledge on safe and civilized driving is not passed, the score of the examination on road driving skills will remain valid.

Where the applicant makes an appointment to take the examination on road driving skills on Subject 2 or Subject 3 and the vehicle management station cannot arrange the examination within 60 days, the applicant may make an appointment to take the examination at any other examination room within the city.

The vehicle management station shall use the national uniform examination appointment system, and make such forms as Internet, phone and service window available for the applicant to make an appointment for the examination.

(iv) Time requirements for making an appointment for examinations on subjects:

1. Appointment for the examination on Subject 2:

(1) The applicant that applies for the permitted type of a small car, small car with automatic transmission, low-speed truck, three-wheeled vehicle, small special vehicle with automatic transmission for disabled persons, wheeled self-move mechanical vehicle, trolley bus or tramcar may make an appointment 10 days after obtaining the driving study certificate.

(2) The applicant that applies for the permitted type of a city bus or large freight vehicle may make an appointment 20 days after obtaining the driving study certificate.

2. Appointment for the examination on Subject 3:

(1) The applicant that applies for the permitted type of a low-speed truck, three-wheeled vehicle, wheeled self-move mechanical vehicle, trolley bus or tramcar may make an appointment 20 days after obtaining the driving study certificate.

(2) The applicant that applies for the permitted type of a small car, small car with automatic transmission or small special vehicle with automatic transmission for disabled persons may make an appointment 30 days after obtaining the driving study certificate.

(3) The applicant that applies for the permitted type of a city bus or large freight vehicle may make an appointment 40 days after obtaining the driving study certificate.

(v) Where the applicant is unable to take the examination as per appointment for any reason, he or she shall apply for cancellation of the appointment one day in advance. If the applicant takes an examination that is different from his or her appointment, then such examination will be considered failed.

(vi) The examination on Subject 1 lasts for 45 minutes, the examination on Subject 2 for city bus or large freight vehicle for no more than 8 minutes, and the examination on Subject 3 for the general knowledge on safe and civilized driving for 45 minutes.

(vii) If the applicant is found to have any fraudulent behavior during the examination, he or she will be disqualified for the examination, all scores of examinations on other subjects shall be invalidated and the applicant shall not apply for a motor vehicle driving license within one year.

V. Issuance of Driving License

After the applicant has passed the examination, he or she shall receive no less than half an hour's general knowledge on safe and civilized driving and traffic accident case warning education, and participate in the oath-taking ceremony. The vehicle management station shall issue the motor vehicle driving license on the day the applicant takes the oath.

VI. Charges

(i) RMB 10/nos charged for each motor vehicle driving license; 

(ii) RMB 50/person/time charged for subject of the examination on road traffic safety laws, regulations and relevant knowledge (Subject 1);

(iii) RMB 40/person/time charged for subject of the examination on driving skills (Subject 2);

(iv) RMB 60/person/time charged for subject of the examinations on road driving skills and the general knowledge on safe and civilized driving (Subject 3).

VII. Provisions for Internship

(i) The internship period shall be the 12 months after the motor vehicle driver applies for a motor vehicle driving license for the first time.

If the applicant is granted with a driving license for city bus or large freight vehicle, he or she shall take tests on road traffic safety laws and regulations, traffic safety and civilized driving, emergency treatment and other knowledge within 30 days after the end of the internship period and receive traffic accident case warning education for not less than half an hour.

(ii) When the applicant drives a motor vehicle during the internship period, a uniform-styled internship sign shall be affixed or hanged at the back of the vehicle.

(iii) During the period of internship, a motor vehicle driver shall not drive bus, operating passenger automobile, or fire engine, ambulance and engineering emergency vehicle, or motor vehicle carrying explosives, inflammable or explosive chemicals, virulent or radioactive substances or other dangerous substances, or motor vehicle with a trailer.

When driving a motor vehicle on a highway during the internship period, the driver shall be accompanied by a driver with a driving license for the same or higher permitted type for more than three years. In the case of a small special vehicle with automatic transmission for disabled persons, the driver may be accompanied by a driver with a driving license for the permitted type higher than a small car with automatic transmission.

(iv) If a motor vehicle driver has a record of 12 points during the internship period, he or she will be disqualified from the permitted type.

(v) If a driver with a city bus or large freight vehicle driving license has a record of 6 points or more but less than 12 points during the one-year internship period, then the internship period shall be extended by one year. If the driver has a record of 6 points or more but less than 12 points again during the extended internship period, the permitted type will be cancelled.

VIII. Meaning of Identity Certificate

(i) The identity certificate of the residents of Hong Kong and Macao Special Administrative Regions refers to the Residence Permit for Hong Kong and Macao Residents. If the applicant has no such Residence Permit for Hong Kong and Macao Residents, then such identity certificate shall be the Mainland Travel Permit for Hong Kong and Macau Residents held at entry or the Travel Document of the People's Republic of China issued by the Ministry of Foreign Affairs, the Hong Kong or Macau ID Card and the certificate of accommodation registration issued by the public security;

(ii) The identity certificate of Taiwan residents refers to the Residence Permit for Taiwan Residents. If the applicant has no such Residence Permit for Taiwan Residents, it shall the Travel Passes for Taiwan Residents to Enter or Leave Mainland China valid for 5 years issued by the public security or the Travel Document of the People's Republic of China issued by the Ministry of Foreign Affairs and the certificate of accommodation registration issued by the public security;

(iii) The identity certificate of overseas Chinese refers to the Passport of the People's Republic of China and the certificate of accommodation registration issued by the public security;

(iv) The identity certificate of a foreigner refers to the passport or other travel document, visa or stay, residence permit valid for more than three months, and the certificate of accommodation registration issued by the public security. If the foreigner has permanent residency in China, then such certificate shall be permanent residence permit for foreigners;

(v) The identity certificate of a member of a foreign embassy or consulate stationed in China or an international organization's representative office in China refers to the valid identity document issued by the Ministry of Foreign Affairs.
