Regulations on Administration of eBeijing Volunteer

Chapter I  General Principles

Article I  Organize foreign and domestic personalities with multi-cultural background of various circles to participate in all on-line and off-line works of eBeijing in form of voluntary service. This Regulations is formulated for purpose of enhancing administration of volunteers.

Article II  The volunteers referred to in this Regulations are the people who are voluntary to participate in construction eBeijing website and all activities organized and launched by eBeijing and to provide services and help to foreign friends in Beijing without payment on basis of intuition, faith and duty.

Article III  Requirements for registration of eBeijing volunteers:
(I) 18 years old and good health;

(II) Good ideological and moral qualification and spirit of social dedication;

(III) Comply with laws, rules and regulations of China;

(IV) Skills and time necessary for providing voluntary services to relevant activities organized and carried out by eBeijing;

(V) A foreign language (English or other language, both oral and written translation) is required if mother language is Chinese; English or Chinese is required if mother language is English, French, Korean or Japanese; English or Chinese is required if mother language is any of other languages;

(VI) Valid identification certificate (identification card, passport or officer certificate) is required.

Article IV  Application and ratification of volunteers
(I) Applicant can register online at www.ebeijing.gov.cn,

(II) Editors of eBeijing will examine the volunteer's information and send to the Assessment Committee;

(III) The Assessment Committee composed of eBeijing work team, eBeijing honorary consultants and partners will select the best applicants;

(IV) Applicants who once participated in activities organized by eBeijing can apply to become eBeijing volunteers directly.

Chapter II  Range and Form of Service

Article V  Range of voluntary service
(I) Construction of eBeijing website;

(II) Management of eBeijing Forum;

(III) All international exchange activities sponsored or co-sponsored by eBeijing.

Article VI  Form of voluntary service
(I) On-line
1. Edition;
2. Translation;
3. Supervision;
4. Design;
5. Topic owner.

(II) Off-line
1. Present at all activities in name of eBeijing image ambassador;
2. Promote eBeijing fame and reputation by their superiorities;
3. Legal service;
4. Secretary and file service;
5. Reception of conference;
6. Tourist guide;
  7. Logistics;
   8. Others.

Chapter III  Volunteer's Rights and Obligations

Article VII  Volunteer's rights:
(I) To be invited to participate in international exchange activities organized by eBeijing in the first group;

(II) To obtain the conditions and guaranties necessary for undertaking voluntary service;

(III) To have priority to obtain services provided by other volunteer organizations and other volunteers;

(IV) To put forward suggestions and proposals on voluntary service works to eBeijing;

(V) Other rights given by relevant laws, rules and regulations.
 
Article VIII  Volunteer's obligations:
(I) To perform commitment of voluntary service, abide by management, actively participate in service activities in compliance with arrangement by eBeijing administrative department, and complete volunteer works accepted willingly on time;  

(II) Do not take any activities that aim to make profit or violate social morals in name of volunteer;
  
(III) To protect the image of volunteer of our organization consciously;
  
(IV) To undertake other obligations stipulated by relevant laws, rules and other regulations.

Chapter IV  Application for Accession and Secession

Article IX  Ebeijing accepts application for accession of volunteer all year round.

Article X  Volunteer can register online according to the requirement publicized on eBeijing website, complete the form.

Article XI  Applicant can become eBeijing registered volunteer after completed relevant forms and being examined and ratified by the eBeijing Work Team.

Article XII  Before performing voluntary service, eBeijing will sign the Agreement for Voluntary service with volunteers.

Article XIII  Registered volunteer shall put forward written application if he intends to terminate service for special reasons.

Chapter V  Management on Volunteer

Article XIV  EBeijing appoints Beijing Foreign Affairs Office Information Center to provide management and service to registered volunteers.

Article XV  EBeijing will set up talent information database for registered volunteers, which will be managed in classification and unified in allocation system.

Article XVI  EBeijng volunteers should wear unified logos of eBeijing volunteer when participating in service activities.

Article XVII  EBeijing will take the following methods to reward volunteers who have provided good services and performed very well:
(I) To feedback their performance and work achievement to the organization or the community where they belong to, and propagate and recommend at www.ebeijing.gov.cn, www.beijing.gov.cn, website of Beijing Foreign Affairs Office, and relevant printings of eBeijing.
  
(II) To recommend them to Beijing Volunteers Association and Beijing Youth Volunteers Association to take part in evaluation of relevant awards;
  
(III) As a public international exchange activity organizer, eBeijing can be taken as a practice base for school students, and can make practice appraisal for volunteers;
  
(IV) To be provided by eBeijing in priority the chances to go to abroad to participate in international cultural exchange activities.

Article XIII  EBeijing will warn and educate those who don't perform the stipulations under the Agreement for Voluntary service, or who produce bad influence on eBeijing for their individual behavior, and will even revoke their qualification according to situations.
