Paralympic Games-time Volunteer Program

Games-time volunteers for the Paralympic Games refer to the volunteers recruited directly by BOCOG or recruited by entrusted agencies. They will have Paralympic accreditation, take post-specific responsibilities during the Paralympic Games, work at the time and venues designated by BOCOG, accept BOCOG's management and serve the Beijing Paralympic Games without pay.

1. Main Tasks

Build a well-trained team of volunteers sufficient to meet the special needs of the Paralympic Games through communications and mobilization, selection and recruitment, education and training, practice in public-good activities, and encouragement and citation. During the Paralympic Games, the volunteers shall provide high-quality and thoughtful services to the members of the Paralympic Family, the media, spectators and other participants. Their contribution will make the Olympic Games and Paralympic Games "equally splendid".

The main service areas and missions of the Paralympic volunteer project shall be defined in reference to those of the Olympic Games with partial adjustments in light of the diffences of the Paralympic Games. It is estimated that about 30,000 Games-time volunteers will be needed for the Paralympic Games.

2. Sources of the Paralympic Games-time volunteers.

The Games-time volunteers for the Paralympic Games will be recruited from people in all circles of the society, who abide by the Chinese laws and regulations, meet the requirements of volunteers specified by BOCOG (such as age), possess the qualifications and qualities for the posts at the Paralympic Games, be willing to offer voluntary services for BOCOG and accept the leadership and management of BOCOG.

Sources of Games-time volunteers for the Paralympic Games will be defined in reference to that of the Olympic Games. BOCOG will, according to the requirements of the Paralympic Games, design special projects and recruit volunteers from the disabled persons, so that they can directly participate in voluntary services for the Paralympic Games.

3. Operational Plans

(1) Communications Operational Plan

Within the framework of BOCOG's overall communications plan, the communications operation plan for Paralympic Games-time volunteers will be formulated and implemented in parallel with that of the Olympic Games. It will be focued on spreading the significance and spirit of the Paralympic Games and relevant knowledge, facilitating the disabled persons' equal participation in social life, and promoting the harmonious development of the disabled persons and the society.

(2) Recruitment and Selection Operational Plan

The operational plan on recruitment and selection of Games-time volunteers for the Paralympic Games shall be formulated in reference to that of the Olympic Games. The two plans shall be worked out separately, but implemented as a whole. Apart from the qualifications for volunteers of the Olympic Games, volunteers for the Paralympic Games should also required to be enthusiastic for the undertakings for the disabled and having certain experiences in working for the disabled.

Some of the Paralympic volunteers will be selected from the Olympic volunteers to continue voluntary services for the Paralympic Games.

(3) Public-good Activities Practice Operational Plan

The operational plan on the practice in public-good activities for volunteers at the Paralympic Games shall be implemented in reference to that of the Olympic Games. Apart from integration with the practice activities for Olympic volunteers, the plan shall highlight the creation of a harmonious environment in which the disabled persons are respected, helped and cared for by the whole society.

A "Volunteers Helping the Disabled Week" will be held before or after the "International Day of Assisting the Disabled" each May, during which volunteers will be organized to participate in public-good activities, so as to create favorable social atmosphere for the Paralympic volunteer work.

(4)Training Operational Plan

The operational plan on the training for the Paralympic volunteers shall be formulated separately, but in reference to that of the Olympic Games. Apart from the similar contents, the plan shall focus on the knowledge about the Paralympic Games and the disabled persons, for the purpose of upgrading the whole society's care and understanding of the disabled persons and improving the volunteers' skills in providing services for the disabled persons.

(5) Motivation and Retention Operational Plan

The operational plan on Paralympic volunteers retention through an encouragement mechanism for the Paralympic Games will be basically identical to that of the Olympic Games, but be formulated separately.

(6)Post Operational Plan

The operational plan on the posts for the Paralympic volunteers will be basically identical to that of the Olympic Games, but be formulated separately.
