Notes to Chinese with Foreign Nationality (Starting a Business in Zhongguancun) Applying for Residence Permit

I. Applicants

Chinese with foreign nationality starting a business in Zhongguancun.

II. Application Materials and Requirements

(i) Valid passport or any other international travel document.

(ii) Foreigner Visa Application Form completed in black ink, with a recent 2-inch full-face bareheaded photo with white background attached.

(iii) Valid residence registration of the applicant at a local police station or hotel.

(iv) Filing of corporate information, official seal (seal sample) and signature of the person in charge (model) for the record for enterprises in Zhongguancun making such application for the first time.

(v) Documents that the applicant has owned, such as the passport, family register and identity card of the People's Republic of China, which can prove that the applicant once had the nationality of the People's Republic of China; or the letter proving the identity of a Chinese with foreign nationality issued by the Overseas Chinese Affairs Office under the People's Government of Beijing Municipality.

(vi) A Chinese with foreign nationality who has obtained a work permit shall submit the following when applying for a residence permit for work:

1. A work permit, or Employment Certificate for Foreigners or Foreign Experts Certificate issued by the Beijing Municipal Human Resources and Social Security Bureau or the Beijing Municipal Bureau of Foreign Experts Affairs.

2. A letter of guarantee issued by the employer in Zhongguancun.

(vii) A Chinese with foreign nationality who has not obtained a work permit shall submit the following when applying for a private residence permit (indicating "for starting a business"):

1. A certificate issued by the Zhongguancun Management Committee or the Branch Management Committee to prove that the applicant is starting a business in Zhongguancun.

2. A business plan or the proof of starting a business.

(viii) Any foreigner above the age of 18 that applies for a residence permit for the first time shall submit a health certificate issued by the entry-exit health and quarantine department of Beijing Municipality (Beijing International Travel Health Care Center).

In case of a health certificate already submitted to the Beijing Municipal Human Resources and Social Security Bureau or the Beijing Municipal Bureau of Foreign Experts Affairs when the applicant applies for an employment permit, there is no need to submit such certificate again.

(ix) Other application materials required by the entry-exit administration bureau according to specific circumstances.

III. Time Limit for Application

(i) Any Chinese with foreign nationality who has obtained a work permit may apply for a residence permit for work with a validity period of not more than 5 years, and the time limit for first application shall be not less than 90 days.

(ii) Any Chinese with foreign nationality who has not obtained a work permit may apply for a private residence permit with a validity period of not more than 5 years (indicating "for starting a business"), and the time limit for first application shall be not less than 180 days.

IV. Notes

(i) Applicants must accept an interview.

(ii) Originals of application materials and copies thereof shall be submitted for check.

(iii) Application materials in foreign languages (except English) shall be submitted after being translated into Chinese by a qualified translation company.

(iv) Those that have not canceled China's household registration shall cancel it before applying for a residence permit, and submit the certificate of cancellation issued by the police station when necessary.
