As said in the Application Report by Beijing Organizing Committee for the 2022 Olympic and Paralympic Winter Games, Beijing 2022 Olympic and Paralympic Winter Games have been be committed to sustainable development, and Beijing will inject USD130 billion for the next three years in atmospheric pollution abatement, so as to create more favorable environment for the public life and the winter games, which is a solemn commitment of the governments at all levels of China. The application and organization of the winter games can step up the governance of regional atmospheric pollution. If Beijing Clean Air Initiative can be stepped up for the next seven years, the goal of blue sky & white cloud to be achieved in 2030 as scheduled may be advanced.

Beijing has prepared air management plans in two stages, namely 2013-2017 and 2018-2022, with an aim to effectively control PM2.5. By 2022 when the winter games start, more favourable conditions will be created for the athletes to give their full potentials.

Starting in 2013, the five-year Beijing Clean Air Initiative aims to lower the annual concentration of fine particles by more than 25% over 2012 to around 60 μg/m3, which is stricter than the plan of state government.
