Apply to adopt the adoptee living in the social welfare institutions;

Foreign adopters under forty-five years old apply to adopt the adoptee under three years old living in the social welfare institutions;

Foreign adopters over forty-five years old apply to adopt the adoptee over six years old living in the social welfare institutions;

Adopt the adoptee with special needs recommended by China Adoption Affairs Office;

If both or either of the adoptive parents are overseas Chinese;

If the adopters have been working or studying in China more than a year.

If the foreign adopters want a quicker adoption process, they have to submit a writing application for a quicker adoption process to China Adoption Affairs Office through local government or the government commissioned adoptive institutions.
