Normally, one foreign adopters can adopt one Chinese child at a time (but there are exceptions for the twins or the siblings at the same welfare agencies).

If the foreign adopters who have already adopted one Chinese child want to adopt more Chinese children, they have to submit adoptive materials again one year later in principal.
