III. Foreign High-End Talents not entering China (not included in the Talent Program and not based on credit score system) applying for the Notice of Work Permit for Foreigners
1. Application form for Work Permit for Foreigners in China
After completing the form online and printing it out, the applicant shall sign on it (photocopy or fax), affix the employer's official seal or the official seal of the authorized departments, and upload it to the system. The employer's official seal includes the seal of legal name, and the business-purpose official seals of the foreign affairs institution, personnel institution and labour contract authorized for filing and registration in the system.
2. Official documents for work qualifications
A certificate of work experience related to the current employment issued by the former employer of the applicant, including his/her position, service duration and the projects he served for; it shall be affixed with the former employer's official seal or signed by the former person in charge, and a valid contact number or e-mail with a contact person shall be reserved to facilitate verification. It is not required to be submitted if the high-end talents are identified not based on job qualifications.
3. Identification materials of high-end talent
Related certifying materials in accord with the identification conditions shall be provided according to the classification criteria for foreigners working in China.
4. Highest degree certificate or relevant approval instrument, and certificates of professional qualification
It is not required to be submitted if the high-end talents are identified not based on education.
5. Physical examination report of the applicant
The Verification Certificate of Physical Examination Records of Overseas Personnel or the Certificate of Health Examination issued by the Inspection and Quarantine Institutions of China, or the physical examination report issued by an overseas health and medical institution accepted by the Inspection and Quarantine Institutions of China, for which the issuance time shall be within the past six months. If it cannot be provided, a letter of commitment on health issued by the employer is also acceptable, for the list of overseas health and medical institutions accepted by the Inspection and Quarantine Institutions of China, please consult with the website of local diplomatic or consular missions.
6. Employment contract or job description (including the dispatch letter from the transnational corporation)
The contract in Chinese shall be provided, the applicant shall sign on it and affix with the employer's official seal, and it shall have not been altered. For a typical honest employer identified by the permit granting sector or an employer without bad credit record for three consecutive years, if the employment contract cannot be provided before entry, the certificate of employment can be submitted instead, and the employment contract shall be submitted for obtaining the Work Permit for Foreigners in the People's Republic of China after entry, in which the essential content shall keep consistent; in case of inconsistency, a new application for the Permit is required, except for pay rise or promotion of position. Employment contract or certificate of employment (including the dispatch letter from the transnational corporation) shall include the essential content such as working place, job description, pay, working period in China, position and the seal (signature) page. Certificate of employment is applicable for the personnel performing any agreement or treaty between governments and international organizations, the chief representatives and representatives in various representative offices in China, and overseas contract service providers. Dispatch letter is applicable for the circumstances that the head offices of transnational corporations or regional headquarters dispatch senior management or professional technical personnel from overseas to serve in domestic subsidiaries or branch offices, and it shall be issued by the head office of the transnational corporation or the regional headquarters. If essential content is absent in the job description (including the dispatch letter), additional certifying material shall be provided as supplement. In the case that the regional headquarters in China of a transnational corporation dispatch senior management or professional technical personnel from overseas to serve in domestic subsidiaries or branch offices, the dispatch letter and the employment contract signed by the regional headquarters in China shall be submitted.
7. The information page on the Applicant's passport or international travel document
The period of validity of passport shall not be less than 6 months.
8. Bareheaded and full-faced photo of the Applicant taken within the past six months
Bareheaded electronic photo taken recently, with white background, frameless, with complete facial features, and the image shall be clear and free of spots, flaws or ink defects. It shall be made into a JPG document in a size ranged in 40K-120k, with the resolution no lower than 354(W)*472(H) pixel but no higher than 420(W)*560(H) pixel, with 24-bit true color, hats or headscarves are not recommended; if the Applicant has to wear it for religious reasons, make sure it does not cover the entire face.
9. Certifying materials for accompanying dependents
(1) Information pages on accompanying dependents' passports (or international travel documents)
(2) Certifying materials for family relationship
Spouse- Marriage Certificate; children - Birth Certificate or Adoption Certificate; parents or parents-in-law - the Applicant's Birth Certificate or Marriage Certificate or related notarial certificate. Accompanying dependents include spouse, children under the age of 18, parents and parents-in-law (except for Chinese family members).
