The door to China's opening-up will not be closed, it will be opened wider and wider! Next, China will take a series of major reform and opening-up measures to strengthen institutional and structural arrangements and promote a higher level of opening to the outside world (Abstracted from the keynote speech of President Xi Jinping in Belt and Road Forum for International Cooperation).
China' s opening to the outside world has achieved remarkable results
• In the 40 years of reform and opening up, China has persisted in expanding its opening up to the outside world, and foreign investment has become an important force driving China's economic and social growth.
• By the end of 2018, China had established a total of 960,000 foreign-invested enterprises, and the accumulated actual use of foreign capital exceeded USD2.1T.
• In 2018, the actual use of foreign investment in services and manufacturing industries accounted for 68.1% and 30.5% respectively. The actual use of foreign capital in the high-tech industry accounted for 23.5%, which has increased 16 times in the past two decades.
• Multinational companies had invested and constructed more than 2000 regional headquarters and research centers in China.
The foreign investment flow in China continues to be maintained stable
According to the report released by the United Nations Conference on Trade and Development ("UNCTAD") on 21 January 2019, the global foreign direct investment inflows in 2018 were about USD1.2T, a decrease of 19% compared with the previous year; China's inflow of foreign direct investment was USD142B, an increase of 4% compared with the previous year, accounting for 11.2% of the world's total, ranking second in the world. More than 60000 new foreign-funded enterprises were established in the year, an increase of 69.8%. Foreign investment in China is growing against the trend, thus China is becoming the largest developing country in the world to attract foreign investment.
From 2008 to 2018, the average annual growth rate of foreign investment in China was 2.6%, and China's performance in utilizing foreign investment was significantly better than the overall global level.
In recent years, China has announced measures to further expand market liberalization in order to promote and encourage investment in innovation, science and technology, which attracted global investors' interest in participating in the Chinese market.
(I). Policy support continues to escalate
1. Continue to expand opening to the outside world
The State Council issued the "Notice on Several Measures to Expand Opening-up and Actively Use Foreign Capital" (Guo Fa  No.5), the "Notice on Several Measures to Promote Foreign Capital Growth" (Guo Fa  No.39), and the "Notice on Several Measures to Actively and Effectively Use Foreign Capital to Promote High-quality Economic Development" (Guo Fa  No.19), thus the State Council put forward many measures in three aspects, namely, to further expand opening-up, to create a fair competitive environment, and to strengthen the work of attracting foreign capital.
2. Continue to deepen the reform of foreign capital management system
Implemented a negative list of foreign investment access (2018 edition), 63 articles changed to 48 articles, and opening-up measures launched for 22 fields.
3. Build a new system of open economy
Make overall efforts to expand the Pilot Free Trade Zone, Guangdong-Hong Kong-Macao Greater Bay Area, Beijing opening-up service sector, and to basically liberalize service industries in the Mainland, Hong Kong and Macao, so as to build a multi-level, wide-ranging and high-level pattern of opening up service industries to the outside world.
4. Further expand financial opening-up
The “Twelve Measures” for financial opening-up were introduced, and the market access for financial industry including banking, securities fund and insurance industries was greatly relaxed.
5. Innovate and construct an opening carrier platform
Implement the development zone innovation upgrading project. Establish the development direction of the national economic and technological development zone, i.e.,“integration of production and city, equally balanced development of the second and third industries, entrepreneurial innovation, investment promotion, system optimization, streamlining and efficiency”.
(II). Two-pronged approach of “promotion and protection” for foreign investment
The "Foreign Investment Law" recently promulgated by the National People's Congress has replaced the original "Three Laws on Foreign Investment" as the basic law for China to utilize foreign capital in the new era.The regulations of the Foreign Investment Law on the promotion, protection and management of foreign investment will help to provide a legal and transparent investment environment for foreign investment and further promote the high-quality development of foreign investment.
China remains the world's most attractive investment destination.
UNCTAD's business survey results show that China ranks first in developing countries and second in the world in the ranking of investment destinations for executives of global multinational enterprises from 2017 to 2019.
According to the 2018 China Business Environment Survey released by the American Chamber of Commerce, 76% of member enterprises believe that China's investment environment is improving or maintaining stability.
According to PwC's 22nd Global CEO Survey Report on China, that although China's economic growth is slowing down, it is still growing at a healthy rate. If we consider the economic growth in combination with China's economic scale, the situation is still very optimistic. Global CEOs believe that the Mainland of China remains one of the top three investment destinations with the most development prospects and attractions.
The Beijing Urban Master Plan (2016 -2035) clearly defines Beijing's position based on the "four centers", that are: promotes the coordinated development of Beijing, Tianjin and Hebei, promotes the construction of the city's deputy center, supports the development of Hebei's Xiong'an new area, makes every effort to run the The 2022 Winter Olympics and Winter Paralympic Games well, focuses on building A world-class city cluster with its capital as its core, and creates national capital a world- class harmonious and livable city.

As one of two new wings of Beijing, Beijing's deputy center takes the responsibility of demonstrating and promoting the coordinated development of non-capital functions.
The construction of Beijing's sub-center is oriented to the construction of a "zone, axis and multiple groups" urban spatial structure, highlighting the urban characteristics of water city integration, blue-green interweaving and cultural heritage, and realizing the overall development of Beijing's urban sub-center and Langfang's three northern counties.

Beijing Daxing International Airport becomes a new "center of circle" of Beijing, Tianjin and Hebei
When President Xi Jinping inspected the construction of Beijing Daxing International Airport in 2017, he stressed that the new airport is a major landmark project in the capital and a new power source for the country's development.
