What is the electricity tariff grounded on?
The electricity tariff is formulated based on factors, such as the type of power consumption, voltage level of power supply, and capability of power device, etc. 

What's the current electricity tariff in Beijing?
The electricity tariff is set directly by the State and adopted uniformly throughout the country. Currently, the electricity tariff in Beijing consists of the prices for the following types of power consumption:
 1. Residential power consumption
 2. Non-residential lighting
 3. Commercial power consumption
 4. Non-industrial power consumption
 5. Ordinary industrial power consumption
 6. Heavy industrial power consumption
 7. Agricultural power consumption
 8. Agricultural irrigation and drainage power consumption of poverty counties

What is the regulation on dealing with customer's refusal to pay fees for power consumption?
Electric energy is a special commodity. The power supply units are responsible for the uninterrupted supply of eligible electric energy to the customers, and the customers have the obligation to pay for the use of electricity. Should disputes occur, customers should raise and solve the problem via legitimate channels. Refusing to pay for the use of power is an act against the Electric Power Law, according to which, if the customer fails to pay the fee for power consumption within the regulated time limit, the power supply enterprise may impose extra fee equal to 1‰ to 3‰ of the total fee per day from the next day of the time limit. If the customer hasn't pay the fee 30 days after the time limit and still refuse to pay when they are urged to do so, the power supply unit has the right to cut the power supply in conformity with the regulation of the State.

What is the time limit for the customers to pay for the power use to stay from breech of contract? 
For resident customers: The customers who haven't paid the electricity fee 10 days after the meter-reading day would be considered have breached the contact;

For customers implementing planned way of payment: The customers should pay the fee stage by stage as regulated in the contract, and if they fail to pay the fee 5 days after the regulated date of payment, liquidated damages shall be charged by day from the regulated date of payment. 

For other customers: The time limit is 10 days after the meter-reading day.

How are liquidated damages counted?
Liquidated damages are charged by day counting from the date exceeding the time limit to the date when the fee is paid.

For resident customers, the liquidated damage per day is 1‰ of the owing fee, and when it's less than 1 Yuan, 1Yuan should be paid.

For other customers, liquidated damage per day is 2‰ of the owing fee, and the cross-year liquidated damage should be 3‰ of the owing fee per day.

What's the time limit for the recover of power supply after the owing fee has been paid? 
1. For resident customers: Power supply should be recovered within 24 hours after the payment of the fee.
2. For other customers: Power supply should be recovered within 72 hours after the payment of the fee.
