For institutional user, the heating fees shall be paid to heating supplier by the institution.
For employed individual user, the heating fees shall be paid by the house tenant's employer.
For unemployed individual user, the heating fees shall be paid by the house tenant himself/herself.
Banks Start to Collect Some Residents' Heating Fees
From now on, customers of over 20 heating suppliers (like Tianyueheng Company) in Fengtai, Xicheng and some other districts can pay heating fees directly at the counters or through ATMs of 4 banks including Bank of Beijing and Bank of Communications, free from the trouble of queuing up in front of heating companies. It's learned that the range of the banks' collection service will be expanded to over 70 heating companies till this year end with 600,000 thousand households covered.
Finish Payment Quickly with Customer Number
Every year, customers will receive a payment notice from heating companies before April 30th and. With the notice, they can pay heating bills at the counters of Bank of Beijing, Bank of Communications, Beijing Rural Commercial Bank and China Everbright Bank. In addition, the system upgrade of the four banks' ATMs and special payment terminals has completed, so payment can be finished in just a few minutes by simply entering customer numbers indicated on the payment notices. Payment through ATMs and special payment terminals must be made with bank cards.
Up to now, over 20 heating suppliers mainly located in Xicheng District, Fengtai District and Haidian District have linked their billing networks with the four banks. Residential communities covered include Yulin Community out of YOUANMEN, Kaiyangli Community, Taipingqiao Community, Majiabao Community, the jurisdiction area of Xicheng Housing Administrative Bureau and the heating area of Haidian Heating Center, etc. Currently, over 50 more heating suppliers and banks (like ICBC) are negotiating with relevant organizations in the hope of joining the bank billing network system soon.
Heating Statement for Reimbursement Still Need to be Issued Separately
According to the agreement reached by Beijing Heating Association and relevant banks, users can print a collection fee invoice on the spot after payment at the counter, or go to the counter for invoices at any time after payment through automatic terminals. However, invoices got at the banks can only be made in the name of the customer (as shown on the payment notice), rather than the customer's employer, thus might causing some trouble for customers to claim reimbursement.
Additionally, in accordance with current rules, customers have to provide both invoice and heating statement when claiming company imbursement, while the latter is available at banks and can only be obtained at heating companies. Some citizens protest that since banks can issue invoices, they should print heating statements as well through intranet data exchange so as to save customers time and trouble.
Late-Fee Collection Starts from November
According to the heating bill collection manual issued by relevant departments, all banks will collect heating fees from May 1st every year to March 31st next year. During other time, customers will not be able to pay heating fees in banks. For customers paying bills from November 1st of the former year to March 31st of the next year, the banks will collect not only the heating fees, but also late fees.
Officials from Beijing Heating Association said that users making payments at banks after November 1st must also pay late fees. According to the agreement reached by heating supplier and heating users, users must pay the heating fees for next heating season between May 1st and October 31st every year. Otherwise, the user's behavior will be treated as breach of contract, and a surcharge must be paid. This term of agreement will be further made clear in the form of statutory provisions in Beijing Heat Management Regulations to be released this year.
