(1) Consular visiting
If diplomatic or consular officers in Beijing do a request to visit a national of that State who is in prison, custody or detention, Division of Exit-Entry Administration of Beijing Municipal Public Security Bureau shall, without delay, make an arrangement under the relevant regulations. If a national expressly opposes such action, and write a declaration, public security agency may not arrange a visit.
(2) Notification to embassy
With a view to ensuring the exercise of consular functions and protecting legitimate rights and interests of foreigners, public security agency shall, within the stated time on the bilateral treaties and Vienna Convention on Consular Relations Done at Vienna, inform the embassy or consulate in China, if a national of that State is taken legal compulsive measures to restrain his personal freedom (e.g. criminal detention, home arrest, custody) or is penalized by law.
(3) Protection of diplomat
Public security agency shall fully perform the obligations on Vienna Convention on Consular Relations Done at Vienna, protect legitimate rights and interests of diplomat. Any investigation by police shall be under the consent of diplomat.
(4) Registration and cancellation of diplomatic missions' firearms
A. The members of diplomatic missions and consular posts in China may carry firearms into China, subject to the approval of the Ministry of Foreign Affaires of People's Republic of China. After arrival, the members of the above posts shall fill in Registration Form of Firearms imported by the Diplomatic Missions in China and Their Members and go through registration procedures at Beijing Municipal Public Security Bureau, with the approval of Ministry of Foreign Affaires, the note on firearms registration written by the diplomatic missions, firearms bearers' Diplomatic Identity Cards and the photos of firearms and bullets.
B. The members of diplomatic missions and consular posts in China may carry firearms out of China, subject to the approval of the Ministry of Foreign Affaires. The members of the above posts shall fill in the Cancellation Certificate of Firearms Imported by the Diplomatic Missions in China and Their Members and go through cancellation procedures at Beijing Municipal Public Security Bureau, with the approval by Ministry of Foreign Affairs of People's Republic of China, the note on firearms cancellation written by the diplomatic missions, firearms bearers' Diplomatic Identification Cards and the photos of firearms and bullets. A Permit of Exporting Firearms and Bullets shall be applied from the Security General Department of Beijing Municipal Public Security Bureau with the above Cancellation Certificate.
C. The firearms imported by the members of diplomatic missions and consular posts in China may not be brought out of the premises of diplomatic missions.
